Summary:

The Director holds a key leadership position focused on leading Budget Management Group Clinical Financial and Vendor Financial Management activities across a portfolio of projects and studies.  The Director is leading the portfolio financial strategy and planning activities across Business Operations and collaborating with Procurement and Clinical Operations to contribute financial insights required to optimize vendor selection and performance-related decisions.  A Director will also be managing the activities of the Budget Management team, leading, planning, and prioritizing efforts across the group.  The Director will also initiate and lead efforts to improve the efficiency and effectiveness of work across Budget Management and Business Operations. Following demonstrated success in the job title, a Director may have the opportunity to take leadership in cross-functional and executive financial strategy decisions and lead overall GDO -wide improvement efforts,

Essential Functions

Strategy and Planning:
•    Lead the financial management of the clinical portfolio external costs by providing financial scenarios for expense trade-offs, identifying savings and/or cost increases resulting from changes in outsourcing strategy, contracting, and/or clinical assumptions. 
•    Develop financial scenarios and analyses in support of Project and Study Teams and GDO Management strategy development and planning.

Oversee ongoing study and project financial maintenance:
•    Collaborate with Key Stakeholders (e.g.: Study Team Leads, Global Project Leads, and Procurement), to collect key assumptions required to develop clinical study budgets and life of study forecasts.  
•    Create and maintain clinical financial models, including performing monthly due-diligence activities, e.g., assumption review, PO sweep, contract review, vendor forecast review, as per department processes. 
•    Create, analyze, and distribute Study / Project forecasting and variance analysis reports to Key Stakeholders for assigned projects and studies; conduct review meetings with Key Stakeholders and Finance; ensure that suggested changes are accurately tracked (e.g. change log), incorporated in the clinical financial models and communicated back to the Key Stakeholders
•    Central point of contact for the financial management of clinical portfolio external costs.
•    Train internal stakeholders in related department processes and best practices.

Guide vendor selection and change order management:
•    Partner with Outsourcing in the due diligence process for CRO new bids and change orders. Support the vendor selection process by performing CRO spend analyses and CRO bid comparisons, including developing financial models (e.g. ClearTrial), as required
•    Analyze new vendor RFPs, or vendor change orders for impact on budget and for reasonableness as compared to past/present similar work orders and approved rate cards

Oversee vendor financial validation and reporting (study specific)
•    Review and validate the accuracy of the vendor financial reporting package with Key Stakeholders
•    Ensure timely escalation and resolution of any identified discrepancies during the review process.
•    Utilize the information in the Vendor Financial Reporting Package to update clinical financial models, as applicable

Vendor Financial Management
Vendor financial performance, escalation, and processes (vendor specific/cross-portfolio)
•    Establish vendor financial reporting requirements (e.g. Vendor Financial Reporting Package- VFRP, Quarterly Business Review- QBR)   and communicate BioMarin expectations to the vendors. 
•    Oversee the performs vendor portfolio financial analyses, such as variance analyses to contract budget and other vendor financial metrics
•    Act as the primary vendor point of contact for communicating Kyowa’s processes and best practices related to clinical vendor contract financial management. Serves as point of escalation for unresolved vendor financial issues by Clinical Portfolio Financial Management or study teams
•    Ensure vendors are trained appropriately to provide accurate and timely financial data, as per requirements
•    Ensure vendor adheres to submission timelines and established reporting process
•    Partners with Strategic Vendor Management (SVM) in the financial oversight of clinical vendors, including reviewing QBR financial information, advising Oversight Team Members of trends and potential contract financial risks, providing content to QBR meetings, as required, and attending QBR meetings for assigned vendors

Requirements:

Education
Bachelor’s degree in business or closely related discipline.  Experience in lieu of a degree is accepted.

Experience
Minimum five (10+) years of experience in business operations in a fast-moving environment. Biotech or pharma industry experience preferred. 

Technical Skills
Demonstrated experience with MS Tools, including Excel, PowerPoint, and Word for effective budget management, communication, and representation of data/information. High level of proficiency with Clinical Trial financial modeling tools .( Financial simulation Clinical Trial modeling tools, Cleartrial, Grant Plan, Grants Manager, KRMCosting ,etc)
