Job Description
Job Summary
Lead legal research on possible U.S. federal and state-level policy interventions supporting public safety security and wellbeing for scenarios of highly multipolar AGI run amok. Research on underutilized authorities opportunities for better communication and response and for legal loopholes that may be filled by an action of an executive agency all against the backdrop of the reality of the changing landscape in D.C.
Work closely with the Public Security Policy program lead to craft creative holistic solutions to projected catastrophic issues regarding public health and safety civil rights human rights national security global security emergency preparedness emergency management economic stability infrastructure security and novel threat profiles.
Neither deep technical AI knowledge nor AI-specific policy experience is necessarily required as the legal codes and policies in question are regarding the next lines of defense of society after AI governance would fail. CARMA's other teams in AI risk assessment offense/defense and geostrategic dynamics will happily assist in scenario analysis of the risks to mitigate.
About the Organization
The Center for AI Risk Management & Alignment (CARMA) aims to help society navigate the complex and problematic dynamics that arise from the advent of smarter-than-human AI. CARMA's mission is specifically to lower the risks to humanity and the biosphere from transformative AI.
Via better grounding AI risk management via policy research squarely addressing AGI via showing a path to better tradeoffs in technical safety and by fostering global perspectives on durable safety CARMA aims to provide critical support to society for managing the outsized risks from advanced AI.
CARMA is a fiscally-sponsored project of Social & Environmental Entrepreneurs Inc. a 501(c)(3) nonprofit public benefit corporation.
Responsibilities
* Identify underutilized or unused legal authorities for proactively dealing with the kinds of novel risks we expect from AGI
* Collaboratively identify differentially exploitable gaps in the letter and practice of law under specific assumptions to help prioritize defenses
* Research potential federal executive legislative and state-level policy interventions to address identified gaps vis-à-vis projected risks
* Analyze deficits in emergency preparedness and ideate structural solutions
* Help craft holistic solution recommendations for prevention mitigation and/or responses to a variety of projected novel crises
* Research realpolitik and judicial dynamics regarding prospective interventions
Requirements
* A J.D. plus 3+ years of relevant experience in law policy research bill craft or engagement or a masters' in a relevant field plus 5+ years legal research experience
* Proficient in recent advancements in legal research information technologies
* Experience in some mix of the following: Federal policymaking apparatuses Judicial dynamics Policy research State-level policymaking apparatuses Policy analysis Policy strategy Lobbying familiarity Drafting EO or bill language
* Experience in some mix of the following: Security mindset Catastrophic risk policy Emergency preparedness Crisis management CBRN+C Natsec complex familiarity IC mindset on unknown unknowns Strategic thinking Multiphase multiprong strategies Public safety Public order AI governance AI safety strategy Game theory Criminology Counter-terrorism Futures studies or Foresight methods
* Experience working on tracking and successfully completing multiple concurrent tasks to meet deadlines with little supervision

$140000 - $180000 a year
