Job Description
Within CO+I, the strategic Supply Chain team is responsible for establishing a supply chain that can meet the ever-growing growth of the Microsoft Cloud and our customers. We support a portfolio of complex, multi-disciplinary, multi-billion, multi-year datacenter construction and lease projects and operations of those assets. We are looking to fill a critical role of Director of Supply Chain.

Business Operations
- Drives the architecture, development, and execution of the rhythm of business. Drives strategy initiatives and helps facilitate for rhythm of business (ROB); uses strategy plans to inform structure and business insights to predict business outcomes. Works with senior leaders to drive outcomes. Collaborates with partners to develop plans and articulate potential benefits of partnerships and how they provide mutual value. Drives business review cadence. Informs direction for processes related to adherence to privacy and compliance. Leads plans to ensure continuation of business at all times.
- Executes business plans to ensure continuation of business at all times, including in adverse conditions, in accordance with corporate governance. Ensures checks and balances are in place for the team to ensure Microsoft's best interest with regard to strategic partnerships necessary for continuity of business.
- Leads strategy execution for the equipment categories in partnership with the leadership team across the organization. Leverages knowledge of the business to drive the leader's and business's goals. Leads and oversees processes to ensure alignment across groups. Sets best practices for company strategy by leveraging consolidated information within existing businesses, and advocates and presents business cases to senior leadership. Contributes to organizational design conversation and drives successful implementation of organizational plans and strategies (e.g., translates high-level strategic plans into concrete execution). Shares priorities with leaders to negotiate appropriate level of team's involvement on initiatives so as to help team drive execution of top priorities. Establishes key performance indicators for the Equipment (OFCI) categories (KPIs) in alignment with strategy to help streamline business strategy. Works with the organization to establish, adjust and report against targets to drive scale.
- Develops forecasting plans in partnership with the leadership team. Works in partnership with cost to approve and define the budget strategy. Oversees the development of metrics for budgeting and forecasting; identifies actions that can be taken to course-correct and drive performance improvement; anticipates business challenges based on forecasts and develops plans accordingly; contributes knowledge to strategic investment decisions. Works with procurement team to coordinate future resources. Ensures that the leader is aligned on the headcount strategy and participates in or leads the organizational design for headcount allocation.
Maximizing/ Extending the Leader
- Leads in conjunction with stakeholders and the leadership team on multiple workstreams (e.g., workforce planning, culture, business health). Leverages key partnerships to drive the agenda for the leadership team and ensures follow up. Builds and cultivates relationships with senior leaders and executives. Advises senior leaders and key external stakeholders on industry and company insights as a key partner. Acts as a proxy for the leader. Creates alignment within partnerships by providing an objective point of view, ensuring all voices are heard, synthesizing ideas, and creating an action plan.
- Leverages knowledge of the leader's goals and business approach to ensure business activities are aligned with the leader's objectives. Serves in the absence of the leader as needed to share their goals, objectives, and vision. Supports the leader and serves as a thought leader in multiple areas (e.g., setting key goals, priorities, and definitions; team culture and health; communications; budget/finance; industry/specific business knowledge). Synthesizes information into insights that inform business decisions, leveraging expertise to influence leader, leadership team, and across the organization. Helps develop and lands organizational changes.
Organizational Health
- Drives team culture and health for the leader by getting a pulse on organizational health, as well as leading culture initiatives (e.g., Diversity and Inclusion [D&I], hiring, onboarding) while partnering with Human Resources to do so. Capitalizes on team strengths and identifies development areas, strategizing, planning, and executing trainings. In partnership with Human Resources, tracks Microsoft Poll responses and coordinates a response. Tracks the use of role-based compliance trainings and new trainings; drives the training completion rates. Ensures a healthy compliance scorecard for the organization.
Special Projects/Programs and Initiative Trusted Advisor
- Drives cross-team projects as needed to meet the changing business environment and to manage complex business needs. Leads project/program management to ensure organization-wide implementation of strategic efforts that require hands-on coordination across multiple disciplines and business organizations. Leads strategic innovation and experimentation. Creates clarity on ambiguous projects and develops plan for execution.
Specialty Responsibilities
- Leads executive-level communication with a variety of internal audiences. Optimizes time by structuring the communication strategy for the business and organizing the daily communications as needed; performs triage and ghostwriting on behalf of the leader to expedite leader's time responding to emails. Develops presentations and messaging to articulate the team's mission, key projects, organizational/company strategy, and vision on behalf of the leader.
- Designs and oversees the creation of foundational and storytelling content within the organization and in the industry. Uses understanding of audience needs to ensure the optimal use of leaders' time. Synthesizes findings within workstream and identifies links to broader strategic efforts and external facing thought leadership. Provides direction for criteria used to break down complex information into actionable steps.
Supply Chain & Procurement:
Team Leadership
- Category Vision and Strategy: Creates, communicates, and maintains an organizational vision and strategy that is based on appropriate business intelligence, is following Microsoft policies, and has buy-in from stakeholders CO+I-wide.
- Team Leadership and Development: manage and coach team for maximum positive impact.
- Procurement Planning: Implement Subcontractor plans working with the General contractors to effectively deliver against forecasted plan, project goals and on budget.
- Continuous Improvement: always be seeking ways to streamline, automate, and simplify processes. This will include deployment of tools, proficiency in data analytics, and ability to work with Transformation/Engineering groups to provide system requirements.
Sourcing and Execution
- Strategic Sourcing: Creates, aligns, and maintains sourcing strategies to continuously re-evaluate and improve procurement.
- Risk Communication: Continuously creates execution risk mitigation strategies and proactively communicates plans to broader teams if plans needs to be adjusted accordingly.
- Regional Strategy: Develops strategies for appropriate contracting scope within the AMERS region aligned to global category strategy model and structure.
- Supplier Selection: Oversees supplier selection and performance management. Ensures alignment to business goals, throughout.
- Supplier Engagement: Proactively segments suppliers and utilizes engagement programs to improve performance and achieve business goals.
Contracting and Negotiations
- Provides high-level negotiation and sets standards across organizations. Addresses unresolved or broadly impactful escalations related to pricing and category management issues, and proactively develops strategies to evaluate and drive change in processes as needed to ensure teams and/or partners adopt processes that improve the pricing and procurement of goods and services across Microsoft. Manages price and procurement requests and complex pricing issues across services categories to ensure procedural compliance.
- Provides guidance and clarification on contract execution processes for consistency, accuracy, and timeliness across CO+I. Provides thought leadership and shares best practices on established methodologies to ensure they are aligned with and influence current and anticipated business outcomes, both internally and externally. Drives accountability for resolving escalated contract delivery issues and monitoring the impact of change orders on contracting, and delivers briefings to executive leadership detailing current and projected sourcing contract execution models, anticipated risks, impact models, and contingency plans.
Compliance
- Drives business impact by establishing functional standards and procurement performance expectations that define relevant process and compliance success metrics, while also identifying opportunities for improving process efficiency and policy compliance. Applies end-to-end expertise and leverages market intelligence to develop and influence CO+I-wide channel strategies that optimize for value and enable execution with consistency, accuracy, quality, and timeliness. Leads decision making across organizations to determine optimum strategies for suppliers and partners to increase efficiency and manage costs, and drives accountability and governance for adopting workstream improvements and automation at scale to meet and surpass business expectations.
- Leads partnerships with global stakeholders and suppliers to identify systematic business threats and determine which sustainable elements, alternative solutions, and/or policy changes would optimally mitigate risks at scale moving forward. Champions new policy direction and changes as needed to ensure systematic resolution and remediation of sourcing issues across Microsoft and its partners.
- Negotiates and provides strategic oversight for improving existing, or establishing new, Service Level Agreements (SLAs) and/or defined milestones and deliverables, holds accountability and ownership of SLAs with an end-to-end company-wide perspective, and ensures compliance is cascaded down to the business. Strategizes on and communicates SLA terms cross-functionally and/or cross-regionally to internal and external stakeholders. Serves as subject matter expert on the SLA and coaches team members to do the same, manages any escalations related to policy non-compliance, and manages the execution of contingency plans internally and externally as needed.
Stakeholder Collaboration
- Oversees and leads the pricing and negotiation strategies for the General Contractors, Subcontractors, Architectural Engineering firms, and strategic purchasing categories, develops business groups for optimal cross-functional stakeholder support and business assurance, and broadly fosters internal and external partnerships to negotiate strategic decisions and produce deliverables. Drives consensus in the goals and success criteria with stakeholders both internal and external to Microsoft, shares thought leadership and socializes best practices related to negotiation and collaboration to enable teams to execute negotiations with consistent success.
- Drives the execution of strategies for business and industry engagements between supply chain teams and cross-functional corporate leadership to determine supply strategy at scale. Defines multi-year strategies for mature business, identifies opportunities to meet agility requirements, and enables business beyond standard purchase categories and historical spend areas. Develops solutions for highly complex and undefined business areas and purchasing categories and adapts delivery plans with cross-functional leaders. Leads industry and ecosystem engagements, proactively defines communication strategies with leadership teams, articulates business cases to support recommendations, and influences leaders to buy in on sourcing decisions and optimizations that can be deployed at scale.
- Directs supplier activity and progress across the most complex and strategic accounts and services categories. Leverages corporate strategies to define overall objectives and strategies for supplier management practices to ensure alignment to Microsoft-wide business goals, and shares thought leadership that affects supplier engagement protocols and processes company-wide. Considers broad enterprise engagement opportunities and future supplier and partner innovations, to further optimize for value.
- Bachelor's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 9+ years experience (including internships) in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
- OR Master's Degree in Engineering, Computer Science, Supply Chain, Data Analytics, Business, Finance or related field AND 7+ years experience in Data Science/Analytics, Finance, Project Management, Supply Chain, and/or Operations
OR equivalent experience.

- 5+ years of people management experience.
- 5+ years of driving sourcing strategy and supply chain execution for multiple categories including Architectural Engineering, Construction Services, Construction sub-contractors, Operations Services , etc.
- Direct sourcing and procurement experience on construction projects in excess of $100M
- Worked in a cross functional team environment on dynamic large scale capital programs
- Knowledge of data center industry and experience managing a variety of project delivery methods - ability to lead a project team in defining risk and developing the appropriate contracting and compensation approach.
- Drive to achieve results in midst of ambiguity and matrixed org.
- Technical ability to write contracts, ability to set up sourcing plans and negotiation strategies and execute them.
- Excellent communicator that can interact with diverse groups across organizational levels.
- Familiarity with common process improvement methodologies (Lean, Six-Sigma, etc.) and ability to facilitate change management.
- Ability to implement new processes and get buy in from a cross functional team.
- Must be able to drive sourcing strategy and supply chain execution for multiple services categories including AE, GC, Construction Services, Operations Services.
- Able to integrate successfully into large-scale construction projects - sourcing, managing and administering contracts large dollar contracts of over $400Million

Sourcing and Category Management M6 - The typical base pay range for this role across the U.S. is USD $124,800 - $266,800 per year. There is a different range applicable to specific work locations, within the San Francisco Bay area and New York City metropolitan area, and the base pay range for this role in those locations is USD $159,000 - $292,200 per year.
Microsoft has different base pay ranges for different work locations within the United States, which allows us to pay employees competitively and consistently in different geographic markets (see below). The range above reflects the potential base pay across the U.S. for this role (except as noted below); the applicable base pay range will depend on what ultimately is determined to be the candidate's primary work location. Individual base pay depends on various factors, in addition to primary work location, such as complexity and responsibility of role, job duties/requirements, and relevant experience and skills. Base pay ranges are reviewed and typically updated each year. Offers are made within the base pay range applicable at the time.
At Microsoft certain roles are eligible for additional rewards, including merit increases, annual bonus and stock. These awards are allocated based on individual performance. In addition, certain roles also have the opportunity to earn sales incentives based on revenue or utilization, depending on the terms of the plan and the employee's role. U.S.-based employees have access to medical, dental, and vision insurance, a 401(k) plan and company match, short-term and long-term disability coverage, basic life insurance, and wellbeing benefits, among others. Additionally, hourly/non-exempt employees accrue up to 120 hours paid vacation time, and salaried/exempt employees have Discretionary Time Off (DTO).

The way we define roles includes two things: discipline (the type of work) and career stage (scope and complexity).
