FedNow Business Continuity Planning/Disaster Recovery (BCP/DR) Manager
The Federal Reserve is developing a new interbank 24x7x365 real-time gross settlement (RTGS) service with integrated clearing functionality, called the FedNow service. This service will help enable financial institutions to provide their customers with the ability to send and receive payments any time, any day, and have full access to those funds within seconds. This position is a unique opportunity to be part of a new mission-critical Federal Reserve initiative that will be transformative to the payments landscape in the United States.
While open to location and remote work, residence near a Federal Reserve facility is preferred.
The BCP/DR Manager will contribute to the FedNow service and support the operational team by complying and enhancing the FedNow Business Continuity Program. BCP/DR Manager will ensure that the processes, procedures, and testing enable the BCP/DR requirements to be met while working to align with enterprise BCP/DR principles and processes.

What will be expected of you: -
  • Maintain and enhance the existing business continuity program components. This includes aspects of Business Impact Analysis, Business Continuity Plans, Disaster Recovery Plans, and other ancillary plans and procedures.
  • Contribute to strategy discussions relating to risk assessments, RTO/RPO/RTA, Incident Management, Cloud solutions, and technology related architecture.
  • Define and organize business continuity exercises at the department level across all 12 districts, as well as manage the logistics of disaster recovery testing
  • Taking a lead role in representing the Service Management organization in enterprise-level BCP/DR meetings.
  • Actively manage FRFS Business Continuity team to include aligning 11 additional districts in Business Continuity as part of the broader FRFS BCP strategy.
  • Track and measure all improvement plans emanating from BCP/DR test findings
  • Detailed level understanding of industry compliance standards, SAFR, ISO, and FFIEC guidelines are being met to the satisfaction of the Information Security, and Risk Management expectations.
  • Coach & mentor BCP/DR staff across 12 districts
  • Integrate the FedNow business continuity program into the FRFS Business Continuity standards
  • Comprehensive understanding of Cloud Technology to assess risks as well as collaborate on cloud computing solutions with the Technology groups.
  • Align with cross FRS platforms including networking support and externally with 3rd Party vendors in support of FedNow.
  • Assist in the development of modified and expanded business continuity components across FedNow and FRFS.

Expertise you would bring -
  • Bachelor's degree with 8+ years relevant work experience; or 10+ years of relevant work experience at a manager level (or above)
  • Experience leading BCP/DR activities for a large enterprise including conducting business impact assessments (BIAs), developing continuity plans, leading recovery tests, and reporting results to leadership
  • Experience leading across teams toward a shared objective
  • Ability to manage staff across North America in a WFH environment
  • Broad understanding of leading edge technologies, including networking, plan building, exercise management, and risk management at the business process level
  • Strong analytical and problem-solving skills with demonstrated ability to quickly gather, analyze and synthesize information
  • Initiative and innovation toward reducing operational risk leveraging the scientific method
  • Strong collaboration, influencing skills, and verbal and written communication skills
  • Strong organizational and time management skills
  • Ability to work in a demanding environment and handle multiple competing priorities
  • Ability to work in an office environment and/or remotely as applicable

  • ISO 22301 understanding
  • Experience working with payments systems (preferred)
  • Familiarity with ISO20022 messages
