Unit Description:

The Treasury Risk, Compliance, and Controls unit (TRERC) mission is to enable and improve operational effectiveness across all Treasury business lines, focusing on areas that require a holistic approach to managing risk and coordination across TRE all departments. To ensure independence, TRERC staff reports directly to the VP and Treasurer of the World Bank.

TRERC's work program is focused on mitigating operational risk and business continuity management, fostering Investment Compliance for client and proprietary portfolios, and ensuring a robust internal control framework. Key deliverables include the Internal Controls over Financial Reporting (ICFR) review program and the Service Organization Controls (SOC1) report for asset management activities. The unit also implements the Access Control framework for TRE IT systems, maintains the inventory of Treasury business processes, and provides secretariat functions for the Treasury Operations Committee. TRERC staff members are located in World Bank's offices in the United States, Bulgaria, and Singapore.

Duties and Accountabilities:

This position will have responsibilities for specific tasks/projects within TRERC's work program, while maintaining close relationships with other departments in Treasury and across the World Bank Group (WBG). Cross-training within TRERC's team is expected, and work program responsibilities may vary based on staff rotations and business needs. The primary duties of this position will include, but are not limited to, a combination of the following activities:

1.Support implementing, maintaining, and continuously improving the Treasury's Operational Risk (OR) and Business Process Management (BPM) work programs.

2.Support the TRERC Operational Risk team and TRE's business stakeholders in implementing internal control improvements and remediation of the operational risk events as necessary.

3.Collaborate with key TRE stakeholders to identify business requirements for Operational Risk reporting and analytics to provide valuable business insight.

4.In collaboration with the TRERC Operational Risk team, design and develop Treasury Operational Risk Dashboards using Microsoft Power BI to ensure business requirements are fully delivered.

5.Provide Technical Expertise on Power BI to advance analytical and reporting capabilities in Treasury.

6.Develop and uphold a comprehensive view of the risk-taking activities across Treasury, including a detailed understanding of TRE/PEN Business Processes and their supporting IT landscape.

7.Maintain the existing and support the development of new TRE's Business Process Diagrams as part of TRE's Business and IT initiatives using the enterprise Business Process Management Tool, iGrafx.

8.Become a Technical Expert of the iGrafx tool and a skilled Process Modeler to enhance and strengthen BMP capabilities in Treasury.

9.Support team lead in managing TRE's Data Governance program and collaborating with corporate Data Governance experts across Finance VPUs and ITS.

10.Build and cultivate strong relationships with TRE business and WBG Information Technology (ITS) stakeholders as a Subject Matter Expert for Operational Risk and Business Process Management.

11.Support other relevant aspects of the unit's work program as required by the TRERC manager.

Selection Criteria

1.Master's degree in Finance or Accounting, Business, Risk Management, Computer Science, or related fields, with at least three years of relevant experience in the areas mentioned in the Duties and Accountabilities section; or a bachelor's degree in these areas with at least five years of relevant experience.

2.Finance, Audit or Compliance, Risk Management, or Treasury-related certifications (CFA, FRM, PRM, CTP, CRCMP, CIA, CISA) would be a strong plus.

3.Excellent verbal, written, and interpersonal communications skills in English, including the capacity to communicate and discuss, at all levels, complex technical issues in business terms. Interested candidates must explain in their cover letter why they consider themselves qualified for this specific position and be willing to take an English writing test if shortlisted.

4.Experience with operational risk management and compliance frameworks, internal and external audits for financial services institutions such as the preparation of ICFR and SOC 1 reporting.

5.Experience in Business Process Modeling (BPM). Hands-on knowledge of iGrafx tool would be a plus.

6.Demonstrated Data Analysis and Quantitative skills. Hands-on knowledge of Power BI or other data visualization tools would be a plus.

7.Knowledge of typical treasury business lines (Asset Management, Capital Markets and Funding, Cash Management and Banking) and their operational workflows, standards, and practices would be a plus.

8.A high degree of self-motivation and drive to high performance, the ability to work independently and with limited supervision, while contributing to a culture of professionalism, inclusion, and care in a diverse workplace.

9.Proven knowledge of MS Excel and programming languages (e.g., Python) is highly desirable.

10.Highest ethical standards.
