Generally, current federal employees applying for GS jobs must serve at least one year at the next lower grade level. This requirement is called time-in-grade. Time-in-grade requirements must be met by the closing date of this announcement.
Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
Males born after 12-31-59 must be registered for Selective Service.
You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
This is a Financial Management Level 1 or 2 certified position per National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
This is a bargaining unit position.

Qualifications

FOR GS-11 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-09) grade level or pay band in the Federal service or equivalent experience in the private or public sector analyzing financial data to formulate budget and cost estimates; reviewing financial documentation for completeness; interpreting budgetary policies, or monitoring obligations and expenditures in support of organizational programs.

FOR GS-09 GRADE LEVEL:
Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-07) grade level or pay band in the Federal service or equivalent experience in the private or public sector assisting with the formulation of budget and cost estimates; reviewing and evaluating budget requests and documentation; or preparing obligation and expenditure reports to support organizational programs.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience.

FOR GS-11 GRADE LEVEL ONLY:

Successful completion of a Ph.D. or equivalent doctoral degree; -OR-
Successful completion of 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree; -OR-
Successful completion of an LL.M. degree that is related to the position being filled; OR-
A combination of experience and graduate education as described above that equates to one year of experience.

FOR GS-09 GRADE LEVEL ONLY:

Successful completion of a Master's or equivalent graduate degree; -OR-
Successful completion of 2 full years of progressively higher level graduate education leading to such a degree; -OR-
Successful completion of LL.B. or J.D., if related to the position being filled; -OR-
A combination of experience and graduate education as described above that equates to one year of experience.
