Job Summary:

  • Assist the client with various programmatic duties to include, but not limited to, meeting attendance/support, presentation support, publication support, correspondence, action item tracking/closure, and weekly reporting -- Support the FMS lifecycle from pre-Letter of Request through delivery of hardware and/or services
  • Lead PMS 525 Finance & Case Management Principal Assistant Program Manager (PAPM) initiatives, managing a team of international engagement, policy, and FMS analysts.
  • Collaborates with the USN and foreign partners to refine requirements and develop associated resource estimates to execute defined objectives in a budget-constrained environment.
  • Mitigates allied capability gaps by spearheading cross-Systems Command (SYSCOM) coordination efforts to leverage existing international agreements and identify engagement opportunities for new requirements.
  • Provides senior advisory services to address Technology Security and Foreign Disclosure policy issues, leveraging expert-level knowledge of Security Cooperation guidance, laws, regulations, and instructions and through engagement with Department of Navy disclosure authorities."
  • Expedites and facilitates Foreign Disclosure decisions through close coordination and effective communication between cognizant Department of Defense (DoD) Program Offices and the Naval Sea Systems Command (NAVSEA) Foreign Disclosure Office (FDO).
  • Interprets and applies DoD, Department of Navy, and Navy International Programs Office (NIPO) policy and guidance to shape future Letters of Request (LORs), Letters of Offer and Acceptance (LOAs), Modifications, and Amendments inclusive of requirements, structure, and application of Security Assistance Management Manual guidance for all cases under PMS 525.
  • Lead development of highly dynamic and technically complex FMS cases for hybrid acquisitions and/or first-in-kind procurement of defense articles and services by allied partners and friendly nations.
  • Review draft policy, guidance, and instruction update disseminated by the NAVSEA 01C Systems Command Security Cooperation Office (SSCO) and relay comments, concerns, and/or programmatic impacts.
  • Engage in real-time FMS acquisition strategy development and shaping with Embassy partners and foreign representatives and outline the roadmap to case implementation through execution.
  • Develop and maintain FMS schedules to ensure delivery of articles/services to meet In-Yard Need Dates (IYNDs"
  • Utilize DOD acquisition systems to perform case development and execution functions including DSAMS, MISIL, DIFS, SCIP, etc.
  • As required, assist in the development and update of Task Planning Sheets (TPS) for future FY planning, in addition to support for cost model development and out-year financial spend plans for case execution
  • Develop formal correspondence to the foreign Purchaser in support of action item closure
  • Work with the Department of Defense, Participating Acquisition Resource Managers (PARMs), field activities, Integrated Product Teams, Technical Teams, and various vendors to develop, identify, locate, support, acquire, and manage country-specific requirements
  • Assist in planning, preparing for, and supporting international Program Management Reviews, Security Assistance/Cooperation Management Reviews, and other various meetings in support of the client
  • Track and monitor program metrics to identify areas for improvements and implements process improvements accordingly
  • Develop and execute program management and acquisition management strategies
  • Contribute subject matter expertise involving the sale of U.S. Navy programs and equipment to foreign Allies "
  • Support and adhere to Navy and national disclosure policy for the export of U.S. articles and services to foreign Allies, as outlined within the U.S. Arms Export Control Act
  • Coordinate CACI contract deliverables to include but not limited to, monthly reports, Milestone Reviews, Quarterly Program Reviews, and training events
  • Have the opportunity to travel to successfully meet the needs of the customer

Basic Qualifications:

  • Bachelor's Degree or equivalent
  • Minimum of 10 years of Navy acquisition program experience (NAVSEA preferred)
  • Minimum of 5 years of experience with DoD international programs (Navy preferred)
  • Use of the Defense Security Assistance System (DSAMS) for FMS case development, oversight, and/or amendment/modification to accurately reflect FMS program scope and requirements
  • Application of Security Assistance Management Manual (SAMM) guidance to oversee and execute Security Cooperation or Security Assistance programs
  • Financial management and budgeting supporting DoD or DoS programs
  • Action Item tracking, correspondence development, master schedule maintenance, and engagement coordination for DoD or DoS programs
  • Skillful writer with ability to record technically complex topics
  • Strong multitasking capability
  • DSAMS proficiency
  • Strong mathematics skills as applied to financial data
  • Active DoD Secret+ Clearance


Preferred Qualifications:

  • Prior experience supporting Navy, NAVSEA, and/or PEO IWS programs
  • Basic technical understanding of AEGIS Combat System architecture
  • NAVSEA Enterprise Planning System (NEPS) proficiency
  • Understanding of the EUCOM Area of Responsibility (AoR)
