Job purpose

 

The Global Head of Compliance Risk Management will be responsible for independent compliance risk management across CLS.  The Global Head of Compliance Risk Management will report direct to the Chief Risk Officer and is responsible for establishing internal strategies, policies, procedures, and processes to prevent violations of law, rule or regulation.  The role is responsible for designing and delivering a best in class compliance risk management framework that maintains risk levels within the firm’s risk appetite and provides credible challenge. 

As a Designated Financial Market Utility, financial crime compliance at CLS is a business imperative.  The Global Head of Compliance Risk Management will also provide leadership for the Financial Crime Compliance team and will be responsible for overseeing, administering and improving all parts of the firm’s BSA/AML/OFAC monitoring program.




Specifically, the strategic and leadership responsibilities of the role include:

  • Ensuring that CLS complies with applicable laws, rules and regulations, and has appropriate policies, procedures and controls in place to meet supervisory requirements;
  • Developing and implementing a comprehensive compliance risk management framework to ensure effective risk management across all areas of responsibility;
  • Acting as an authority for the Bank Secrecy Officer and ensures full compliance with all anti money laundering and bank secrecy laws applicable to CLS;
  • Generating practical perspectives on the applicability of laws, rules and regulations;
  • Managing the firm's library of compliance risk policies and procedures;
  • Creating standards of risk materiality, escalation and governance reporting to comply with the firm's risk appetite;
  • Developing a comprehensive inventory of material risks, both inherent and residual;
  • Establishing objective, risk based enterprise standards and reporting for compliance and testing, independent quality assessment and development of data and technology toolkits;
  • Coordinating independent compliance risk management with Operational Risk Management to reduce downstream compliance risks;
  • Developing relationships with key stakeholders and informing senior management of significant compliance matters that require attention;
  • Establishing strong relationships with the Board of Directors and regulatory bodies and representing CLS on critical regulatory matters as required;
  • Recruiting and developing top talent.

Knowledge, skills and abilities

  • Expertise in compliance laws, rules, regulations and typologies
  • Proven ability to administer and monitor the firm’s day to day compliance with bank secrecy, anti-money laundering, OFAC, customer due diligence, know your customer, FinCEN, USA Patriot Act and associated laws and regulations and reporting requirements
  • Extensive financial services knowledge across a variety of products and functions having worked and proven experience in progressive compliance risk management roles
  • Highly motivated, strong attention to detail, team oriented, organized
  • Strong presentation skills with the ability to articulate complex problems and solutions through concise and clear messaging
  • Demonstrated ability to assess complex issues through root cause analysis, structure potential solutions, and drive solutions with senior stakeholders
  • Proven ability to influence and lead people across diverse teams using sound judgment
  • Articulate and effective communicator, with effective negotiation skills, and a proactive no surprises approach to communicating issues from an independent view


Qualifications/certifications

  • Bachelor’s degree required; advanced degree preferred
  • Currently holds the role of Bank Secrecy Officer for a global financial services firm, or equivalent prior experience in a similar role
  • Experience leading a global compliance risk management function in a financial services firm



Expected full-time salary range between $300,000 - $350,000 + variable compensation + 401(k) match + benefits.
