Job Description
Summary
This position is located in the United States Department of Agriculture (USDA), Farm Production and Conservation (FPAC), Natural Resource Conservation Services (NRCS), State, Area, or Field Office.
The incumbent serves as an entry level specialized technical expert responsible for assisting Senior level Hydrologist in the management of data, installation, and maintenance of data sites.

Qualifications
BASIC REQUIREMENTS:
Degree: Bachelor's degree (or higher degree) in physical or natural science, or engineering that included at least 30 semester hours in any combination of courses in hydrology, the physical sciences, geophysics, chemistry, engineering science, soils, mathematics, aquatic biology, atmospheric science, meteorology, geology, oceanography, or the management or conservation of water resources. The course work must have included at least 6 semester hours in calculus (including both differential and integral calculus), and at least 6 semester hours in physics;
OR
Combination of Education and Experience: Course work, as shown in A above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered:
MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:
GS-07Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-05 grade level in the Federal service, performing the following duties:
- Assisting with gathering hydrologic data to be distributed to staff and stakeholders;
- Assisting in the preparation of reports, graphs, or data profiles; AND
- Working with hydrologic field personnel on data collection site installation.
GS-09Specialized Experience: One or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-07 grade level in the Federal service, performing the following duties:
- Gathering hydrologic data to be distributed to staff and stakeholders;
- Assisting senior hydrologists by carrying out routine projects;
- Responding to routine questions concerning water flow or circulation; AND
- Working with hydrologic field personnel on data collection site installation.
- Gathering hydrologic data to be distributed to staff and stakeholders;
- Providing technical assistance for stream flow or reservoir data analysis;
- Developing snow survey products; AND
- Working with hydrologic field personnel on data collection site installation.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of Education in Lieu of Specialized Experience: One full year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hydrology or other directly related discipline. (You must submit transcripts.)
OR
Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in Education above. Superior Academic Achievement is based on:(1) Class Standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR(2) Grade-Point Average (G.P.A.) - Applicants must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR(3) Honor Society Membership - Applicants may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/).(You must submit transcripts.)

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. (You must submit transcripts.)

Substitution of Education in Lieu of Specialized Experience: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as hydrology or other directly related discipline. (You must submit transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Substitution of Education in Lieu of Specialized Experience: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: hydrology or other directly related discipline. (You must submit transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Additional information
If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is neither implied nor guaranteed.
This position may be eligible for telework within the local commuting area of the position and other flexible work arrangements. Other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
An incentive up to $12,000 may be offered if determined eligible at time of selection.
