Summary

About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located with U.S. Army Intelligence and Security Command, Mission Support Command, Stable Shadow Program in Camp Arifjan, Kuwait.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Two year trial period may be required.
  • In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • This position is designated as emergency-essential (E-E). See Qualifications section for more information.
  • Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. See Qualifications section for more information.
  • This position requires the employee to sign a mobility agreement under the provisions of the agency mobility program.
  • A medical examination and immunization screening are required.
  • This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition.
  • Position may require employee to wear uniform and/or protective clothing.
  • May be required to work irregular shifts/hours.

Army DCIPS positions apply Veteran's Preference to preference eligible candidates as defined by Section 2108 of Title 5 U.S.C., in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005, DCIPS Employment and Placement.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify based on your experience, your resume must describe at least one year of experience equivalent to the GG/GS-13 that prepared you to do this job. Specialized Experience is defined as experience with 1. providing technical advice regarding the disclosure of foreign intelligence AND 2. Recommending changes to existing Foreign Disclosure policy AND 3. Applying foreign disclosure policy when responding to information requests. This definition of specialized experience is typical of work performed at the next lower grade/level in the Federal service (GG/GS-13).

Specialized experience is progressively responsible intelligence-related security work directly related to the position being filled. Creditable experience may include previous military experience, experience gained in the private sector or in another government agency as long as it was at a level at least equivalent to the next lower band in the series.

Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.

You will be evaluated on the basis of your level of competency in the following areas:

  • Intelligence Security Cooperation Operations
  • Production and Analysis


This position is designated as emergency-essential (E-E). During a crisis situation, the incumbent, or designated alternate, may be required to deploy or to perform temporary duty assignments overseas in support of military operations. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority. This position cannot be vacated during a national emergency or mobilization without seriously impairing the capability of the organization to function effectively, therefore, the position is designated emergency-essential.

Emergency Essential employees must be exempted from military mobilization or recall obligations by being placed in the Standby Reserve or other appropriate action. Emergency Essential Civilians are required to sign a DoD Form 2365. (See DoDD 1200.7, DoDD 1404.10, DoDD 1400.31, DoDD 1400.32; and AR 690-11).

This position is subject to the Lautenberg Amendment to the Gun Control Act of 1968 which makes it a felony for anyone who has been convicted of a misdemeanor crime of domestic violence to ship, transport, possess, or receive firearms or ammunition. Civilian personnel of the Department of the Defense are not exempt from this provision. Therefore, as a condition of employment, selectee will be required to sign a form acknowledging understanding of this provision.

Additional information

  • This position may be filled as a time-limited promotion, reassignment, or change to lower grade not to exceed (NTE) 5 years by a current, permanent Army DCIPS employee. The selectee MAY BE given administrative return rights. Time-limited promotions may be extended up to a maximum of five years. Time-limited reassignments and changes to lower grade may exceed five years, however return rights may be impacted. This position will not be made permanent without further competition.
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • You will be required to provide proof of U.S. Citizenship.
  • Direct Deposit of Pay is required.
  • All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.
  • Must be able to obtain and maintain a Top Secret security clearance with eligibility for Compartmented Information (SCI) access.
