Job Description
Summary
This position serves as a Lead Archaeologist in a Bureau of Land Management (BLM) Office in Spokane Valley, Washington. The primary purpose of this position is to provide leadership over a heritage resource team and provide professional knowledge in the inventory, evaluation, protection, and management of the office's prehistoric and historic resources, as well as those resources containing traditional cultural values. In addition, there will be tribal liaison duties and NAGPRA management

Qualifications
You must meet the BASIC Requirement *AND* meet the ADDITIONAL Requirement in order to qualify for this position.
BASIC Requirement for the 0193 series:
A. Education
1. Degree that included three (3) semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology. Methods include, but are not limited to, typology, classification, sampling, cultural evolution, diffusion, dating, and analytical techniques; and 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work;-AND-Six (6) semester hours of related course work in: geography, geology, or cultural geography; history, historiography, or historical archeology; environmental studies; scientific writing (nonfiction English composition); and/or surveying;-AND-Archeological field school.(NOTE: You must submit a copy of your transcripts as proof of any claimed education.)
OR
2. Related Curriculum: Degree in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work sufficiently similar to the requirements in A. (including archeological field school). NOTE: You must submit a copy of your transcripts as proof of any claimed education.
OR
3. Combination of Education and Experience: College-level education or training that provided knowledge equivalent to that described in A above, plus appropriate technical experience or additional education. When combining education with experience, first determine your total qualifying education as a percentage of the education required for the grade level; then determine the your experience as a percentage of the experience required for the grade level; finally, add the two percentages. The total percentage must equal at least 100 percent to qualify this grade level. (NOTE: You must submit a copy of your transcripts as proof of any claimed education and your resume must clearly describe your relevant experience.)
OR
4. Experience: Four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school. Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as a part of a larger archeological project.
*AND*
ADDITIONAL REQUIREMENT: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying.
Specialized Experience: Applicants must have one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: 1) providing guidance, leadership, or coordination to cultural staff to ensure effective protection, utilization, and/or management of cultural/historical resources; 2) conducting investigation or analysis to resolve heritage resource problems; 3) identifying impacts of recreational, commercial or industrial operations to protect heritage resources from potential adverse effects; 4) preparing technical or analytical reports for heritage and/or paleontological resource management use; 5) providing professional expertise on matters related to cultural and/or historical resources.
Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.

You will receive credit for all qualifying experience, including volunteer experience.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies".
A review of your resume and supporting documentation will be made and compared against your responses to the Occupational Questionnaire to determine if you are qualified for this job. Education
To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.
If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
There is no substitution of education for experience at the grade level(s) of this announcement.
Additional information
- Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
- A driver's license is required in order to perform field work.
- You may be required to travel overnight away from home occasionally. You must be eligible to obtain a government charge card for travel purposes.
- This position is offering a Relocation Incentive, of $10,000. To be eligible for a Relocation Incentive, you must be a current Federal Employee employed with the Federal Government and be willing to work directly from the BLM OR/WA office in Spokane Valley, WA location (not remote). The selectee's current duty location must be more than 50 miles from the duty location of this position.

Working Conditions: The work regularly involves moderate risks or discomforts which may require special safety precautions, e.g., adverse weather conditions, hazardous driving conditions, irritating or occasionally hazardous chemicals; hostile wildlife; and travel in off-road vehicles. Incumbent will adhere to all safety rules and regulations as prescribed in manuals/supplements or by the designated Safety Officer.
Telework: The Bureau of Land Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
