Position Summary:

IT Manager, Agile Data Solutions will lead teams in defining, developing, and delivering data solutions which are the culmination of features that have gone through several iterations that over the course of discovery and development meets the business requirements and needs through the creation of Minimal Viable Products. This role serves as a focal point for building and supporting architectures and infrastructure for handling data, including operational databases, data lakes, data warehouses, OLAP cubes and other storage resources which will maximize the data assets that enables various business teams to make critical business decisions to ultimately help fulfill our mission to positively impact the health and wellness of those we serve in our community. IT Manager together with IT Leadership will work collaboratively across the enterprise to analyze new and efficient methods for data integration. This position reports to the IT Director, Agile Data Solutions.

Qualifications:

  • Bachelor's degree (B. A. / B. S.) from four-year College or university or 10 years' experience in IT field
  • Knowledgeable of Medicaid state and federal regulations
  • Minimum of three (3) years' management experience
  • Minimum of ten (10) years' experience in

    • Visual Studios Data Tools (SSIS | SSRS | SSAS)
    • Relational Database
    • Complex T-SQL Language
  • Knowledge of Analytics/OLAP Cube and Tabular Models tools (preferred)

    • MDX query language
    • Data Warehouse/Solution Design and Dimensional Modeling (Kimball Methodology)
  • Experience participating in all stages of project development cycle (planning, design, implementation, and testing)
  • Minimum of three (3) years' experience in Scrum Methodology or other Agile methodologies
  • Minimum of three (3) years' experience in Azure DevOps

    • Lean Inception, Kanban Boards, Sprint Planning, Daily Standups (Scrum), Sprint Review and Sprint Retrospective
  • Microsoft Certifications (preferred)
  • EPIC Certifications in Tapestry Modules (preferred)

Essential Duties and Responsibilities:

  • Manages and mentors a team of staff including DBA, developers and interns and oversees, plans, assigns, and evaluates the members of the teams assigned; Assists IT Director and IT Project Manager to lead projects and initiatives associated to data warehousing and infrastructure
  • Oversees the teams and projects using the Agile Methodology via Azure DevOps for the union of people, process, and products to enable continuous delivery of value to our end users; Planning and maximizing the value of the product resulting from work by the Development Team and managing the Product Backlog by clearly expressing and ordering the items to achieve set goals via DevOps
  • Oversees teams in the creation and maintenance of all databases required for development, testing, education, and production usage; Leads teams to perform capacity planning required to create and maintain the databases
  • Ensures the administration of all database objects by the DBA and/or team, including tables, clusters, indexes, views, jobs, packages, and procedures; Manages the implementation and enforcement of the security for the SQL Server Databases and backup and recovery of the SQL Server databases
  • Leads post-Go Live support to proactively identify data quality issues, coordinate root cause analysis, oversee implementation of required fixes, and lead QA validations to build exception reporting
  • Oversees projects and initiatives to develop data solutions from multiple sources and identify processes for automation
  • Understand ETL processes to convert pre-defined data solutions (ODS) into Data Marts for the enhancement of CCP's Enterprise Data Warehouse using the Kimball methodology (Fact Tables and Dimensions) and Go Live Support
  • Leads the monitoring of all inbound and outbound EDI feeds necessary to achieve positive outcomes including eligibility, claims, maximum out of pockets, health plan employer data and information sets, and any other electronic data interchange files as required
  • Partners with Business units and respective key stakeholders to take ownership of data through data governance processes, constantly improving quality and integrity, proactively identifying data quality issues, and coordinating the implementation of required fixes and QA validations
  • Oversight of the effectiveness and efficiency of existing reports including Requirements Gathering, Business Requirement Documentation, Design, Development, Implementation, and Go Live Support
  • Identifies and encourages areas for growth and improvement within the team and assists with solution refinement, internal team process reviews, development standards, and interview process
  • Provides feedback to IT Director about team member performance to aid with decisions concerning salary, merit, management, or disciplinary actions
  • Responsible for developing and maintaining IT policies and procedures, documentation, and plans
  • Responsible for targeting completion of projects within a specified time frame while achieving a cost reduction goal
  • Provide recommendations to IT Director on data solution technology and tools to support the organization
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; benchmarking state-of-the-art practices; participating in professional societies

  • Proficient knowledge of SQL Server and operating system performance monitoring; physical database design; and SQL Server backup and recovery scenarios
  • Proficient knowledge of Agile Methodology via Azure DevOps by building Value Stream Maps and Kanban Boards to bring visibility to planned and unplanned work; performing Sprint Planning (developing the scope of work to be performed); performing Daily Scrum sessions (work planning for the next twenty-four hours and assessment of work performed); completing in Sprint Review (inspection of the work done and presentation of the finished part of the product) and Sprint Retrospective (work inspection and plan improvement)
  • Proven ability to build and motivate a team to achieve communicated expectations and solid, effective working relationships and promote positive interaction with others in a team environment
  • Ability to combine strong analytical skills with business knowledge to develop rapport with key customers in the business and approach every challenge with a customer-centric view
  • Excellent presentation skills with solid communication capabilities and practices, both oral and written
  • Ensure systems comply with HIPPA and HITECH regulations and other regulatory requirements

WORK SCHEDULE:

As a continued effort to provide a safe and productive work environment, Community Care Plan is currently following a hybrid work schedule. Staff are able to work from home 3 days a week and will report to the office 2 days a week. *****The company reserves the right to change the work schedules based on the company needs.
