Human Development Practice Group (HD PG)

The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

Social protection systems help individuals and families, especially the poor and vulnerable, cope with crises and shocks, find jobs, improve productivity, invest in the health and education of their children, and protect the aging population. Jobs Group (HSPJB)

The Jobs Group is a Cross Cutting Solutions Area (CCSA). It is linked administratively to the Social and Protection and Jobs Global Practice, but it works across the entire World Bank Group to ensure effective support to our partner governments to generate more, better jobs for low-income countries. It is supervised technically by the Jobs Steering Committee (JSC), comprised of directors from World Bank GPs and from the IFC. The SPJ Global Practice is seeking a Manager for the Jobs Group. Reporting to the Global Director, the HSPJB Manager will be based in Washington, DC.

Duties and Responsibilities

• Leads team in global engagement on jobs topics, including global partnerships, applied research and dissemination, global databases, and monitoring.

• Works closely with Global and Regional Directors, PMs, and teams in supporting jobs analytics, advisory and lending projects by providing in-depth technical inputs and quality reviews and sharing global experiences and practices.

• Works in partnership with other PMs as well as public and private stakeholders, to find tailored and holistic solutions to complex jobs challenges.

• Drives and inspires technical excellence within the team and the GP by creating an environment of learning and innovation that attracts and develops the best talent reflective of the diversity of our clients.

• Supports GP management in developing and implementing appropriate strategies for global staffing, deployment, talent, and performance management.

• Is effective in the communication to various audiences, including key stakeholders, clients, beneficiaries, public, internal, and external partners.

The Manager will collaborate across technical, geographic and institutional boundaries to help design and deliver development solutions to a diverse range of clients, while supporting global knowledge flows that share knowledge and practical development experience with other countries, assuring that global lessons are reflected in the Bank-supported programs.

The Manager is a member of SPJ Management Team and coordinates closely with other Practice Managers, with Program Leaders and the WBG's Regional Management Teams. The Manager is also a member of the SPJ Talent Board to oversee the strategic staffing, career development and deployment of GP staff across the Bank.

Selection Criteria

• A Master's degree (Ph.D. preferred) in relevant field, with at least twelve (12) years of relevant professional experience.

• Excellent leadership and supervisory skills with established track record managing multi-location and virtual teams.

• Strong operational and development experience and track record, including experience in more than one Global Practice/VPU (including IBRD, MIGA, and IFC), and in more than one world region of those relevant to these positions.

• Technical knowledge and experience in one or more of the areas described above is desirable, though solid managerial and influencing skills are at a premium for these positions.

• Demonstrated in-depth experience and track record of results and successfully working across practices, disciplinary and institutional boundaries.

• Strong sense of strategy, including ability to prioritize and exit some activities, track record in streamlining and rationalizing product offerings.

• Good partnership experience, including involving multiple stakeholders - both public and private - in building collaborative alliances for results.

• Experience in applying practice know-how and effective policy dialogue to achieve development results.
