SpecPro Sustainment & Environment (SSE) is seeking a highly skilled Data Scientist to support the Air Force Civil Engineer Center’s (AFCEC) Strategic Acquisition and Category Management program within AFCEC. The Air Force is advancing its acquisition strategy through innovation, data-driven methodologies and Category Management principals. The selected candidate will be a part of the SSE team providing advanced data analytics to deliver actionable insights and practical solutions to complex challenges.
This position will work on our highly collaborative and innovative team of data scientists, analysts, and developers to serve the Category Management team in its mission of eliminating redundancies, increasing efficiencies, and enhancing overall mission effectiveness across multiple lines of effort.
Responsibilities will include the following:
• Development and delivery of comprehensive data defined documents focusing on Cost, Schedule and Performance metrics, trend analysis and indicators aligned with strategic plan initiatives.
• Conduct in-depth data reviews and analyses across phased programs covering all areas of the Air Force Civil Engineer spectrum.
• Support integration of multiple database tools including socialization of data tool capabilities, development of learning aids for tool implementation, development of dashboard exports to align with reporting cycles for senior leader briefings, incorporation of user feedback, collaboration for development and tracking of metrics for performance, and application of analytics to dashboard tools and integration.
• Collaborate with Subject Matter Experts (SMEs) and customers to identify gaps, future requirements, and portfolio objectives, while highlighting meaningful metrics.
• Perform management of large dataset APSR information compilation, reporting and application, possibly involving multiple projects and groups of personnel at multiple locations.
• Provide sustained portfolio support around all Category Management initiatives, including deep analytics, metric driven evaluation, ad-hoc analysis and support any Congressional taskings.
• Manage and maintain any models relating to the specific data sets supporting Category Management and ensuring applicability for annual updates.
• Develop informative, professional graphs, charts, datasets, and comparative analysis.
• Generate finished product reports and presentations for appropriate stakeholders.
• Potential travel to various USAF installations to provide training and perform data quality analysis as a part of Asset Management team.
• The ideal candidate will be a highly motivated self-starter with the ability to work independently while also contributing effectively in a team environment.Basic Qualifications:
• Bachelor’s Degree, preferably in STEM field such as math, statistics, data science, engineering, IT, or computer science.
• 3+ years of related experience.
• Proficient with Exploratory Data Analysis (EDA) and able to tell the story within the data to technical and non-technical professionals.
• Experienced in Linear and Logistic Regression, Decision Trees, PCA, and Random Forest Modeling in Python or R coding languages.
• Proficient in Microsoft Excel, Word, and PowerPoint. Experience working with databases preferred.
• Work well in a team environment, able to independently develop professional deliverables and take direction well.
• Strong written and verbal communication skills including the ability to develop graphs, charts, datasets, and comparative analysis.
• Ability to adapt and develop innovative solutions.
• Understanding of cross-functional span of control over various specialties and fields.Preferred Qualifications:
• Experienced in Air Force SMS Systems such as BUILDER, PAVER, GeoBase/GIS, etc.
• Experience in data visualization with Tableau, Python, or similar software.
• Understanding of SQL and database querying.
• Experience with Air Force data base structures including APSR, ACES-RP, NexGenIT, and other data bases.
• Experience in a customer service, contractor environment.
• Air Force experience preferred.
• A background in engineering, math, statistics, data analysis, information systems, planning, or investment.
• An existing NAC-I clearance or ability to receive clearance.
• Position may require Secret Clearance.The position will support a mixed government – contractor environment in San Antonio, TX. While this position is considered a remote position, customer engagements are routine and often required for the team to have an on-site presence at Joint Base San Antonio - Kelly AFB. This position requires the ability to receive a NAC-I clearance.
