CACI is seeking a Modeling and Simulation Program Manager to support our Air Force programs. The M&S Program Manager will be responsible for planning, directing, reporting and coordinating day to day program activities for both organizational requirements and stakeholder contractual requirements. The ideal candidate will be an experienced M&S/Simulators Program Manager who will organize and coordinate programs associated with the Training Systems Acquisition (TSA) IV contract with a $32.5B ceiling. This Multiple Award-IDIQ contract supports the US Air Force imperative to maintain a qualitative advantage over potential adversaries through highly dynamic, ultra-realistic training in a multi-domain, full-spectrum environment. Work on this contract enables US Air Force Operational Imperative 7: Readiness to Deploy and Fight. You will provide strategic guidance to teams and project managers/technical leads in ways that promote the company's culture. The ideal candidate will be an excellent leader and will have experience in managing staff of different disciplines to produce results in a timely manner. They will also be able to develop efficient strategies and tactics. The goal is to ensure that all programs deliver the desirable out-come to our organization.

What You'll Get to Do:

  • Work with Air Force and other Government and commercial organizations to identify open, extensible solutions that can be evolved to meet USAF M&S requirements.
  • Work with functional users to map out M&S mission threads to support future capability requirements.
  • Support development of Model-Based Systems Engineering efforts to document M&S capabilities and mission threads.
  • Support company business development efforts within the M&S community - continuously monitor M&S environment for future business growth opportunities and alert leadership as appropriate
  • Perform Project Monitoring and Control, Quarterly Reviews, Project/Resource planning, team tasking, managing direct reports, functional/operational deployment, oversee program risk and issue reporting, maintain excellent customer interfacing and communication, completion of key milestones, deliverables, work products and timely required internal/external reports.
  • Program Monitoring and Control includes establishment of baselines associated with cost, schedule and EV reporting utilizing integrated master schedule, CWBS, project specific spend plans, burn rate reports and funds and man-hour deliverables per CLIN.
  • Financial baseline/cost account oversight with the customer and corporate administration.
  • Preparation, development and outline of company and customer presentation reports.
  • Direct reports include: Project managers, financial administrators, business analysts, solution/system architects, information assurance, software developers, research analyst, subject matter experts, technical writers, testers, system/database administrators and configuration manager.

More About the Role:

As the M&S Program Manager, you must have proven experience leading multiple large, complex M&S programs. You shall be accountable for meeting contractual performance criteria, contractual due dates for service delivery, and successful overall project completion, coordinating activities in support of project activities and teams that support the provisioning, design, installation, maintenance, tracking and monitoring requirements through completion and preparing finished deliverables and Work Products (e.g., status reports, spend plans to Sponsor, corporate forecast management, open issues, etc.). This is a position that requires some travel (20-50% approximately).

You'll Bring These Qualifications:

  • Extensive experience and understanding of Air Force Life Cycle Management Center (AFLCMC), Agile Combat Support Directorate, Simulators Division (AFLCMC/WNS).
  • Direct insight into development and sustainment of Air Force training systems.
  • Passion to provide end-to-end lifecycle management of complex aircrew, maintenance, and system-specific training systems in support of warfighters worldwide.
  • Familiarity with M&S Systems Engineering, Logistics, and Training.
  • Active TS/SCI.
  • Bachelor's Degree in Science (Engineering or Computer Science) with twenty years of management experience. (Master's degree preferred).
  • Possess a Program Management Institute (PMI) Project Management Professional or Defense Acquisition Workforce Improvement Act (DAWIA) Program Management, Level III Certification.
  • Experience in organically growing program and/or portfolio revenue.
  • Project supervisory/execution experience including supervising personnel and scheduling work.
  • Direct work experience on programs requiring the design, requirements definition, development, test and evaluation and deployment of M&S software and/or hardware.
  • Experience with EVM and CMMI.
  • Strong oral and written communication skills.
  • Self-starter and able to negotiate with customers directly.
  • Experience participating in the development of proposals (technical and cost).
  • Project supervisory/execution experience including supervising personnel and scheduling work.
