Network Engineer

ACCOUNTABILITY STATEMENT The incumbent administers and deploys VyStar's Local and Wide Area Network (LAN/WAN) Infrastructure. They are responsible for the LAN/WAN infrastructure of 1200+ employees extending over an area covering 15 North Florida counties. Responsibilities include the network connectivity of hundreds of PC's, multiple production servers, and numerous software applications operating in more than 15 different locations, connected via a network of over 60 dedicated communications circuits. The incumbent administers and configures all network components within the VyStar Enterprise. They provide technical support and component administration for all Network connectivity. They also monitor network performance and provide tuning suggestions to the Senior Network and Security Engineer and the Manager, ITO Network and Systems Infrastructure for review. Implements policies and procedures regarding how problems are identified, received, documented, distributed, and corrected. Ensures maximum issue resolutions in minimum time. Evaluates new information systems products or services and suggests changes to existing products or services to better aid the company. Familiar with a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks. A wide degree of creativity and latitude is expected.

ESSENTIAL JOB FUNCTIONS

• Ensure that effective communication and problem management occurs at and between all support tiers. Document network infrastructure and configuration as changes occur. Application of access lists to the access layer network device to increase security when appropriate. Knowledge and implementation of ACL's, NAT/PAT, EtherChannel, HSRP, VSS, VPC, OTV, RADIUS, AAA, Active Directory, and NTP. Knowledge of security should include encryption, port security, L2L VPNs, DMVPN, and Cisco Identity Services Engine (ISE).

• Design and enforce request handling and escalation policies and procedures. Establish and enforce service levels agreements in consultation with internal customers to establish problem resolution expectations and timeframes. Administer the VyStar network infrastructure on a daily basis to ensure its proper configuration. This includes the monitoring of the hardware supporting Internet Banking users ensuring network response levels are acceptable.

• Work with Senior Network and Security Engineer to analyze activities and document solutions, identify problem areas, devise and deliver solutions to enhance quality of service and to prevent future problems or repeat issues; track and analyze trends in Network Engineering. Daily monitoring and auditing of firewall events to ensure the security of the enterprise. This process includes routine firewall rule changes, network equipment upgrades, and software upgrades.

• Conduct research on emerging products, services, protocols, and standards in support of the Network and LAN/WAN functions. Partner with Senior Network and Security Engineer to work with vendors for the procurement of new systems technologies, oversee installation, and resolve adaptation issues. Administration and configuration of campus VLAN's and proper network broadcast segmentation.

• Conduct routine core network monitoring, operating system upgrades, and the administration of the following device series:

Cisco Routers: ASR 1001/1002, ISR 4000, ISR 3900, ISR 2900, 1921/1941

Cisco Switches: 6500, 4948, 3750, 3560, 2960 switches (L2 & L3).

Cisco ASA's: 5500 series

Cisco Nexus: 9372, 93120, 5548, 3048

Wireless: Cisco 5520 WLAN Controllers, 3600 and 2700 APs, Cisco Prime Infrastructure

Riverbed Steelhead WAN Optimization

Infoblox Trinzic appliances

Solarwinds Orion NPM, NTA, NCM

• Resolve daily issues of a complex scope that impact the team and overall business objectives. Work with internal and external business partners to focus on team building, communications, and address any escalated issues towards timely resolution. Monitor WAN circuits/communication links to ensure proper configuration of the branch and ATM network. Manage network issues related to client moves including, re-configuration of the network communication port and Virtual LAN assignments (VLAN). • Work with the Senior Network and Security Engineer to develop, implement, and administer procedures and policies as well as provide training, coaching, and mentoring of HelpDesk and PC Support personnel as needed. Work with the Senior Network and Security Engineer to aid the professional and technical development of team members enabling them to set technical goals, monitor, and assist the team in the delivery of quality support.

• Administer the intrusion detection system to reduce the potential of a successful penetration of VyStar information assets. Administer the Network Address Translation (NAT) table ensuring the proper configuration between the public and private network. Provide input into the deployment of Dynamic Host Control Protocol (DHCP) and Dynamic Domain Name System (DNS). Knowledge and implementation of ACL's, NAT/PAT, EtherChannel, HSRP, VSS, VPC, OTV, RADIUS, AAA, Active Directory, and NTP. Knowledge of security should include encryption, port security, L2L VPNs, DMVPN, and Cisco Identity Services Engine (ISE).

• Participate in team meetings with Senior Network and Security Engineer to review team members' monthly productivity report, project status, and Quality Assurance reviews. Create a performance plan for the following reporting period.

• Maintain current knowledge of industry trends and potential impact on the networking business. Manage Support partners in the provision of contracted resources.

• Assist the Senior Network and Security Engineer and the Manager, Telecom and Desktop Services in supporting the Voice Over IP (VOIP) phone system including, Cisco and Avaya Systems. Knowledge and implementation of routing, including; TCP/IP, BGP, EIGRP, route-maps, QoS. WAN connectivity including: MPLS, T-1, Metro-E, and broadband.

• Develop and enhance cooperative interdepartmental and vendor relationships and communications. Maintain a high level of employee morale within the team.

• Assist the Senior Network and Security Engineer with the preparation and administration of departmental budget and business plans. Participate in and drive participation of Network Engineering Services in the organization's change management process. Provide assistance to the Senior Network and Security Engineer in troubleshooting issues involving networking systems.

• Participate in a rotational 24x7 on-call support (up to 6 months per year), whereby different engineers are alerted outside of regular operational hours to respond to critical situations.

JOB KNOWLEDGE, SKILLS & ABILITIES

Previous networking experience desired. In-depth working knowledge of networking principles, router and switching software and hardware principles, enterprise networking principles, multiple protocols and procedures required. In depth knowledge of Cisco operating systems including, CatOS and IOS is requiredPrevious hands-on experience providing network support using network administrative tools including, CiscoWorks, SolarWinds, and Visio is required. Previous PC Support and Microsoft O/S experience with hardware and software support a plus. Must demonstrate ability to isolate and resolve network hardware and software problems.

A high level of analytic ability is required. Independent judgment is required. The incumbent will be performing in-depth troubleshooting of Network hardware and software. Uses excellent judgment in reconciling problems. Errors in the configuration or installation of equipment could cause an interruption in the availability of services to the users; a loss of communications between PC's and Network servers, and impact operations of the host financial system. Such interruptions could cause difficulties in serving members, as well as difficulties in completing work dependent on PC resources.

A high level of interpersonal skills and social sensitivity are required. The incumbent comes into contact with employees on all levels of the organization during the maintenance and troubleshooting of networking equipment. The incumbent is a resource to the organization in hardware and software problem resolution and must be an effective listener and communicator. The incumbent must set the example for other team members in attitude, behavior, and work ethic. The incumbent is expected to provide excellence in the handling of network support with focus on communications, follow-up, and thoroughness.

EDUCATION

Position requires a Bachelors degree and a minimum of seven (7) years Information Technology experience and a minimum of three (3) years experience in the role of Network Engineer. Ten (10) years of related experience in the field may be substituted for the formal education. A minimum of CCNA Certification is also required. A+ and Network+ Certifications preferred, but equivalent experience will be taken into consideration.
