DECDG AND THE OFFICE OF THE CHIEF STATISTICIAN
Located within the Development Economics Vice Presidency, the Development Data Group (DECDG) is the World Bank's center of excellence on data and statistics. By unlocking the full value of data for development, DECDG helps achieve the World Bank's mission to end extreme poverty and boost prosperity on a livable planet. Inspired by the World Development Report 2021: Data for Better Lives, DECDG envisions a world where data are actively transformed into decisions that improve lives and livelihoods of the poor and marginalized. Its mission is to help countries realize this aspirational new global vision on data, grounded in the principles of value, equity, and trust. Through leading data public goods, cutting-edge innovations and research, pioneering partnerships, and globally trusted technical expertise, DECDG leads efforts to ensure development data are of high quality, accessible, and widely used across the world.
The World Bank's Office of the Chief Statistician provides a strategic vision for the World Bank's work and innovations in development data and statistics. The Chief Statistician main functions are to: (i) lead and promote the adoption of standards and best practices for data and statistics across the World Bank; (ii) champion data innovations by advising Senior Leadership on the implementation of major data and statistics initiatives, identifying strategic priorities for World Bank data governance, and fostering collaboration among partners on data and statistics priorities; and (iii) represent the World Bank in global discussions and deliberative fora on data and statistics.
THE DATA LAB (https://datalab.worldbank.org/), housed in the Office of World Bank Chief Statistician and the Development Economics Data Group (DECDG) Directorate, supports the integration of modern data science into Bank lending and research operations. To support internal connections, the Lab manages a Lab Leads Network - a Bank wide community of practice amongst director-nominated data practitioners that facilitates cross-VPU data collaboration - and the Data Corps, which provides data resource advisory and support to task teams. To streamline external partnerships, the Lab also leads the Development Data Partnership and the University Data Fellows programs, which efficiently link staff to external partners. To improve staff awareness and capacity to implement data science solutions, the Lab organizes workshops and clinics, and more recently, the Lab has begun supporting the production of Data Goods - cross-VPU efforts to create reproducible data science methods and insights that support Bank client's most pressing challenges.
JOB DESCRIPTION
The Data Lab team seeks a talented program officer- with experience in partner acquisition and management, program management, communications strategy design and implementation, and data science.
Following is an overview of key duties:
1. Program Partnership Management
The Development Data Partnership oversees relationships between the World Bank and nearly thirty private firms (Data Partners) and ten international organizations (Development Partners). The Candidate shall ensure these relationships are consistently supported by:• Managing all key communications with Development and Data Partners (and, where applicable, donors) - including but not limited to: responding to partner non-technical questions and issues, preparing and delivering regular program updates (monthly updates for Development Partners and ad-hoc updates for Data Partners), organizing and/or coordinating monthly workshops to introduce Data Partners to staff, and monitoring the relative 'health' of partnerships, and monitoring the Partnership email box (a duty shared with other team members). • Leading design and implementation of monthly Development Partner workshops• Managing the Partnership contacts database and email distribution lists• Managing the Partnership key document resources
2. Program Partnership Acquisition and Onboarding
In addition to supporting existing partners under the auspices of the Development Data Partnership, the Candidate shall also support new partner acquisition and on-boarding by:• Leading and/or supporting new Partner acquisition discussions and negotiations• Leading design and implementation of all Partner onboarding programs• Providing oversight for new partner onboarding checklist completion
3. Communications and Program Representation
With support from the team, the Candidate shall be responsible for:• Providing oversight over design and management of Development Data Partnership branding and public relations materials• Providing oversight over preparation of all external communications (quarterly newsletter, stories, blogs, social media posts, website content, etc.)• Leading design, coordination, and implementation of external events, such as Development Data Partnership Day• Representing the Development Data Partnership at relevant international fora
4. World Bank Staff Data Science Capacity Building Programs and Community Development
The Candidate shall also contribute to the development of World Bank staff data science skills development, accreditation and related resources, networking, and initiatives designed to strengthen the World Bank's data science talent pipeline by managing:
The World Bank Data Fellows program, including: • Managing all key communications with university partners and program communications with staff• Designing and leading the bi-annual Call for Proposals• Providing oversight and reporting of proposal matching and progress• Organizing student workshops and related activities for showcasing final projects• Updating University Data Fellows project database after each project batch is completed.
World Bank Data Leads Community Management and Activity Reporting, including:• Coordinating with other internal units in the Bank to organize Data Lab activities and events• Leading training activities for the next generation of Data Leads• Supporting design and implementation of Data Leads country office programs• Maintaining / coordinating records of key performance indicators, such as: # of closed Lab requests for support; # of University Data Fellows projects completed; # of Development Data Partnership projects supported; # Data Goods produced; # nominated Data Leads; etc. • Leading the preparation of annual Data Lab report• With support from the team, triaging Requests for Support received by the Lab• Maintaining Lab contact lists
World Bank Staff Data Science Accreditation, including: • Provide support and oversight to develop and implement the first World Bank Data Skills Accreditation program to support the professionalization of data science and statistics at the World Bank. • Support and liaise with the (forthcoming) World Bank Data Science Talent Board and Secretariat on skill standards, testing rubrics, and more priorities as needed. • Support updates to data science training resources, maintenance of the accreditation registry, coordination with HR on profile page integrations, and socialization of the program.
5. General Support for the WB Office of the Chief Statistician and World Bank Data Lab
The Candidate shall be considered an integral part of our team and may be asked, pending time availability, to support additional priority activities of the WB Office of the Chief Statistician and the World Bank Data Lab as needed, as well as to take initiative and propose ideas and activities that could further support these programs.
Selection Criteria
• Master's degree or equivalent qualification in the field of data science, political science, social science, or similar area of expertise with at least five years of relevant work experience. • Demonstrable experience developing or contributing to the development of institutional partnerships, organizational collaboration, and joint development projects across, government, non-government, and private sector actors.• Proven project management experience, including leading management of logistics, people, resources, and ideas; in particular strong ability to identify, collaborate and lead stakeholders on operational, analytic, knowledge and corporate tasks.• Experience with building and/or nurturing the development of a technical community of practice.• Experience planning, organizing, and moderating workshops and events; experience developing and updating website content.• Experience working with GitHub or similar collaboration platform, with programming and data science knowledge.• A demonstrated high degree of organization and capacity to manage multiple tasks simultaneously, including the ability to function effectively in multi-disciplinary teams within a matrix management environment. • Strong communication skills; ability to deal sensitively in multi-cultural environments and build effective working relations with clients and colleagues.• Results-oriented with proven problem-solving skills, and self-starter; recommends and takes decisive action. • Ability to conceptualize, design and implement major projects and to produce major/complex reports or studies.• Professional leadership and ability to manage a team of professionals in the execution of major projects.• Interacts effectively with partners to build consensus on difficult issues. • Demonstrates a proficiency to assist, consult, or lead others in the planning, development, and execution of strategies for complex projects.• Makes formal presentations on wide-ranging issues concerning this work and conveys ideas effectively to multiple audiences.• Ability to coach/mentor more junior staff.• High level of personal and professional integrity• Excellent English speaking and writing skills.
