Compensation:
New hires start between$82 501and$110002based on experience, qualifications, skills, competencies, internal equity, and market factors. While the full pay range is listed for this position for pay transparency, individual compensation is determined by various factors and may vary within the posted range.

WHAT YOU'LL DO
The Performance Data Analyst plays a strategic role in advancing data-driven decision-making across the organization. This position leads the design, implementation, delivery, and maintenance of performance measurement, evaluation and visualization data and systems that support program improvement, strategic planning, and accountability. The ideal candidate combines analytical expertise with a passion for mission-driven work, using data to enhance impact, equity, and effectiveness across all services and segments of Pioneer Human Services.
PRIMARY/ESSENTIAL DUTIES AND RESPONSIBILITIES:
β’ Develop and oversee systems for collecting, cleaning, managing, and analyzing programmatic and operational data.
β’ Conduct quantitative and qualitative analysis to uncover trends, disparities, and improvement opportunities.
β’ Partner with program teams to define key performance indicators (KPIs), outcomes, and benchmarks aligned to strategic goals.
β’ Perform root cause analysis to inform continuous quality improvement and strategic decision-making.
β’ Build and maintain dashboards and reporting tools (e.g., Power BI, Tableau) for diverse internal and external stakeholders.
β’ Deliver accurate, timely, and actionable reports to inform internal operations, funders, and policy advocacy.
β’ Design and implement data collection instruments, including surveys, using applicable and modern platforms.
β’ Collaborate cross-functionally with Shared Services, program teams, evaluation, development, and communications to align data systems with organizational strategy.
β’ Train and support staff in data literacy, tool usage, and interpretation of results.
β’ Support storytelling and impact reporting through data visualization and synthesis.
β’ Ensure data integrity, consistency, and privacy through documented standards and protocols.
β’ Maintain compliance with HIPAA, FERPA, and other applicable privacy regulations.
β’ Support the development of a strong internal data governance culture.
KNOWLEDGE, SKILLS, AND ABILITIES:
β’ Advanced proficiency in Microsoft Excel and at least one data analysis or business intelligence tool (e.g., Power BI, Tableau, SQL, R, Python).
β’ Strong skills in data wrangling, visualization, and interpretation for diverse technical and non-technical audiences.
β’ Familiarity with results-based frameworks (e.g., logic models, Results-Based Accountability).
β’ Ability to manage multiple projects and meet deadlines in a collaborative, fast-paced environment.
β’ Excellent written, visual, and verbal communication skills.
β’ Analytical thinking and sound judgment to resolve complex problems and anticipate risks.
β’ Builds strong working relationships through empathy, active listening, and a respectful, team-oriented approach.

QUALIFICATIONS:
REQUIRED
β’ Bachelor's degree in Data Science, Statistics, Public Policy, Public Health, Social Sciences, or related field.
β’ A minimum of 4 years of experience in performance measurement, evaluation, analytics, or applied data roles.
β’ An equivalent of combination of education and experience.
β’ Experience with relational databases and CRM or case management systems (e.g., Salesforce, Apricot, Efforts to Outcomes).
PREFERRED/DESIRABLE
β’ Masterβs degree in relevant field.
β’ Experience working in human services, public sector, nonprofit, or social enterprise settings.
β’ Experience supporting grant reporting, program evaluation, or outcomes research.
