This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Shortage Category and/or Critical Needs Position to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: The Department of Army Civilian Police Officer serves at the one of two Military Ocean Terminals in the U.S.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Incumbent is subject to possible civil and criminal action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
  • This position has been designated as "Key" and shall not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
  • This position requires the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
  • This position is subject to the provisions of the Domestic Violence Offender Gun Ban commonly referred to as the Lautenberg Amendment.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • Due to the nature of this position, employees are required to work both planned and unscheduled overtime.
  • Incumbent is required to graduate from a ten week US Army Civilian Police School accredited Basic Police Officer Academy or receive a USACPS waiver within the first 12 months of employment IAW AR 190-56.
  • Incumbent must be able to successfully pass training, certification and qualification requirements related to law enforcement work functions as prescribed by policy, regulations or statutes.
  • Incumbent is required to pass entry level and annual re-certification of Department of Army police physical agility test with 30 days of entry.
  • This position has been designated "Mission Essential". In the event of severe weather conditions or other such emergency type situations (natural or man-made disaster) the incumbent is required to report to work or remain at work as scheduled.
  • If assigned incumbent must obtain and retain one or more of the U.S. Coast Guard licenses IAW Chapter 5, AR 56-9, or a Military Ocean Terminal Concord Harbor Patrol Coxswain appointment within a year of being appointed to this position.
  • Incumbent must be proficient in the use of assigned firearms/weapons, pass an initial qualification, and must qualify semi-annually thereafter in the use of assigned firearms/weapons.
  • Boat crew members must complete maritime training courses within the first two years of appointment.
  • Comply with and maintain the requirements of the Individual Reliability Program (IRP).
  • Appointment to this position is subject to a 1 year probationary period

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes work on a police force; work as a military police officer; knowledge of laws and regulations; law enforcement operations, practices, and techniques; and involved responsibility for maintaining order and protecting life and property. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06).
