Seneca Holdings is looking to hire a Principal Project Control Analyst to support our corporate office in Chantilly, VA. Â
The Principal Project Control Analyst will serve as a senior expert and mentor, providing critical guidance and oversight for complex programs across the organization. This role is essential in developing and implementing strategic initiatives that impact the entire company, while also offering specialized assistance in resolving intricate project control challenges. As a "go-to" resource, this role will be instrumental in training team members, developing project control policies and procedures, and fostering cross-functional collaboration. The Principal Project Control Analyst will work closely with Project Management, Finance, and other key stakeholders to identify potential risks and develop financial strategies that enhance overall business performance.
This position reports to the Director of Project Controls and will regularly interface with senior executives, Company Presidents, and program managers. The role requires minimal travel but demands a high level of expertise in all aspects of project control, including reporting, setup, cost analysis, and scheduling.

Roles and Responsibilities include but are not limited to:Â
- Assisting with development and oversight of the implementation of strategic programs and policies, which will have an impact on the overall organization.
- Ability to visualize and oversee the design of new concepts and ideas related to the broader organization as well as functional areas of expertise.
- Providing guidance, direction, and specialized assistance to resolve difficult and complex project control problems.
- Preparing detailed Project Setup Forms in accordance with contract awards and internal Project Control processes. This includes project number structure, value and funding, revenue and billing formulas, employee and vendor workforce set-up and identifying appropriate labor categories (LCAT) and LCAT billing rates to ensure proper charging as needed.
- Attending and gathering data at internal Kick-off meetings for new contract setup.
- Proactively monitoring project reports, actuals, billings and timecards to resolve issues in a timely manner.
- Monitoring outstanding project commitments with vendors and subcontractors.
- Preparing Billing Requests and monitoring unbilled costs, funding backlog and compiling back-up documentation for billing purposes. Obtaining appropriate approvals. Reviewing Customer Invoice for accuracy.
- Developing and maintaining accurate Estimates at Completion (EACs) to include Actual Cost (AC) + Estimates to Completion (ETC) to include commitments.
- Organizing and participating in EAC meetings with Project Management to review project status and staffing, and identify potential funding risks.
- Tracking, reporting, and analyzing various project and cost data as needed.
- Reviewing Purchase Order Requests for accuracy and proper account coding. Assisting with the preparation of Purchase Order Requests for Project Management. 
- Entering Purchase Orders in Costpoint as required.
- Other duties or special projects as assigned.

Basic Qualifications:Â
- Bachelor’s Degree in Accounting, Finance or Business disciplines is preferred (Six years’ experience in lieu of bachelor's degree).
- 14+ years of professional experience in a budgeting, finance or project control related field. 
- Government contracting experience with knowledge of various contract types including Firm Fixed Price (FFP), Time and Material (T&M) and Cost Reimbursable. 
- Experience with large contracts that have multiple CLIN types.
- Comprehensive understanding of EAC development, process and procedures in financial analysis.
- Strong analytical skills and problem-solving skills. 
- Must be proficient in all Microsoft Office Applications with strong emphasis on MS Excel, including formulas and their effective use in a financial tracking and reporting.
- Excellent communication skills, both orally and in writing.
- Strong interpersonal and leadership skills.
- Must be highly organized, detail-oriented, motivated and able to multitask in a fast-paced and dynamic work environment.

- Prior experience with Deltek Costpoint and Cognos is highly desired
