PROCUREMENT ANALYST ASSOCIATE Job Location: State Procurement Office (SPO) This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures Main Office Location: 1400 W Washington St., Phoenix, AZ 85007 Posting Details: Salary: Up to $67,500.00 Grade: 22 Open Until Filled Job Summary: The Arizona Department of Administration (ADOA), State Procurement Office (SPO) is seeking a highly motivated and results-oriented Procurement Analyst Associate to join our team. In this role, you will play a vital part in developing and implementing IT sourcing solutions for the procurement of goods and services across the state. You will utilize sound sourcing and supply chain best practices while adhering to the Arizona Procurement Code. Job Duties: • Develop specific IT sourcing strategies in collaboration with internal stakeholders • Research and stay informed about industry and market trends, providing reports and recommendations • Develop comprehensive proposals including technical data, statements of work, delivery schedules, milestone payments, terms and conditions, and other relevant contractual elements • Communicate effectively with internal customers to ensure IT contracts align with business strategies • Develop and refine contractual terms and conditions for IT contracts • Oversee IT bid proposals and actively participate in negotiations with suppliers • Prepare award documents for signature and execution • Conduct post-award and contract administration activities, including post-award meetings, contract renewals/extensions, managing certificates of insurance, and resolving contractual issues • Research and analyze information to prepare written justifications and ensure compliance with the Arizona Procurement Code • Interpret and apply the Procurement Code, statutes, and agency policies and procedures • Collaborate with other ADOA divisions as needed • Conduct expenditure analyses, requirements assessments, and business case development related to IT contracts • Collaborate with subject matter experts to gather and assess business requirements • Provide recommendations to internal stakeholders based on thorough analysis, considering financial and business risks • Act as the primary point of contact between the State and IT vendors for contractual matters on assigned contracts and projects • Build and maintain professional relationships with IT vendors and internal stakeholders • Conduct supplier performance monitoring and reporting • Collaborate with internal stakeholders and customers to develop, monitor, report on, and enforce performance measures for suppliers • Ensure appropriate reviews are conducted and reported according to contractual agreements Knowledge, Skills & Abilities (KSAs): Knowledge of: • State and Federal statutes and rules related to government procurement activities and contract administration • Best practices for determining appropriate sourcing methods • Lean tools and methods • Supply chain, logistics, and resource management • Sources of supply, local and national markets, and pricing tools Skills in: • Effective negotiation techniques • Conducting research and analysis • Solicitation techniques • Developing and implementing various sourcing strategies • Conducting data analysisDev • eloping effective monitoring and reporting tools • Communicating effectively (written and verbal) • Leading project teams • Utilizing lean tools Ability to: • Interpret applicable laws, rules, policies, and procedures • Develop and maintain strong customer and supplier relationships • Negotiate contractual terms and conditions • Solve complex problems and think strategically • Interpret business issues and recommend solutions • Synthesize, summarize, and analyze data from various sources • Work effectively in a dynamic team environment and adapt to changing priorities Selective Preference(s): • Education: A Bachelor's Degree in business, public administration, accounting, finance, purchasing, or supply chain management • Experience: Previous state or public procurement experience Pre-Employment Requirements: • Background and reference check, including a criminal records verification If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply:Driver’s License Requirements.
