Job Description

LS Technologies, LLC is supporting the FAA's initiative to establish new capabilities for small UAS (sUAS) - commercial and recreational drones - operating in the NAS. The Low Altitude Authorization and Notification Capability (LAANC) is one example of these new capabilities. Generally these FAA sUAS programs utilize cloud-based technologies that link FAA personnel and processes, commercial partners, and UAS pilots/operators and automate as many aspects as possible. Program management activities support these initiatives with strategy and analysis, coordinating with other stakeholders, resource management and scheduling, producing deliverables, developing concepts and requirements, developing and deploying capabilities, safety and security management, etc. This position operates at the program office level and requires coordination with other FAA organizations. The program team is dynamically tasked and moves quickly through a complex set of internal processes and requirements. Collaboration, communication, and operating within shifting programmatic decision-making are all important skills.

LST is seeking a Portfolio and Acquisition Lead to support the sUAS Program Management Office. The candidate must have the knowledge and expertise to lead investment analysis projects within the Acquisition Management System (AMS) to support a investment decisions. This includes experience with the development of engineering, business, and implementation products in support of milestones. The candidate must be able to analyze difficult acquisition issues and identify alternative courses of action, provide leadership across the acquisition lifecycle and manage multiple threads including the engineering, business case, and acquisition strategy to meet the larger objectives of the program and the Agency.

Responsibilities

  • Work directly with FAA program managers and provide flexible capabilities to handle wide range of tasks.
  • Support the customer in developing strategies and tailoring recommendations for adhering to AMS policy and process requirements while meeting developing and deployment timelines.
  • Develop and manage complex schedules for multiple projects and initiatives.
  • Support contract analysis and development of acquisition strategies that can support multiple efforts.
  • Provide strategic direction and alignment of Acquisition Plans and other procurement justifications/documentation including:
    • Screening Information Requests (SIRs)/ Requests for Proposals (RFP).
    • Source Selection Plans, including development of evaluation criteria.
    • Statements of Work (SOW) and Task statements.
    • Requests for Information (RFI).
    • Development of contract pricing structures.
    • Award Determinations.
    • Contract modifications.
    • Contract correspondence.
    • Conduct proposal evaluation and support vendor negotiations.
  • Assisting with the establishment of program policies and procedures.
  • Responsible for project schedules and deliverables related to Project Level Agreements (PLAs) and Service Level Agreements (SLAs).
  • Interacting with multiple FAA organizations and personnel to facilitate the coordination required to meet milestone decisions.
  • Maintaining procedural documentation and developing reports and presentations.
  • Demonstrated experience with managing and coordinating engineering artifact development (such as program requirements documents, functional analyses, implementation strategies), cost & benefits analysis (work breakdown structures, cost accounting principles/financial models, schedule development and analysis), and program level coordination with FAA organizations and other key stakeholders for an acquisition program is required.

Requirements

  • Advanced to expert level proficiency in Excel and Word required.
  • Self-starter with meticulous attention to detail.
  • Ability to thrive in a fast-paced and changing environment.

Education

  • Bachelor's Degree is required
  • Minimum of 10 years of relevant experience.
