Summary
About the Position: This announcement will be used to fill a Program Manager (Assistant Program Manager Acquisition), NH-0340-03, position with the Joint Program Executive Office for Chemical, Biological, Radiological and Nuclear Defense (JPEO-CBRND). The selected applicant will be assigned to the Joint Project Lead for CBRND Enabling Biotechnologies (JPL CBRND EB). The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.

Conditions of Employment

- This is an Army Acquisition, Logistics and Technology Workforce position.
- Selectees must meet position requirements for certification at the Practitioner Level in the Acquisition Career Field Program Management within 60 months of entrance on duty.
- The duties of this position require submission of, on an annual basis, OGE 450, Confidential Financial Disclosure Report.
- Business travel required up to 25% of the time.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
Qualifications
Term Appointment NTE - Position will be filled as a Term Appointment NTE 2 years. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience is defined as: 1) Perform acquisition life cycle product development to include managing cost, schedule, and performance activities; 2) Coordinate acquisition support activities necessary to meet program objectives; and 3) Develop complex acquisition strategy planning/documentation to manage the program portfolio. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02)/GS-11.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

- Permanent Change of Station (PCS) allowances may be authorized, subject to the provisions of the Joint Travel Regulations and an agency determination that a PCS move is in the Government Interest.
- This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
- This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
