The Institute for Public Strategies (IPS) is seeking afull-time Program Managerto lead the implementation of a community-driven initiative focused on substance use prevention, stigma reduction, and treatment navigation in San Diego’s South Bay and Border Region. This role manages culturally responsive outreach efforts, supervises staff, and strengthens referral pathways through partnership development and trainings. The ideal candidate is a strategic thinker and skilled collaborator with a strong background in harm reduction, community health, and program leadership in Latine and immigrant communities. ESSENTIAL FUNCTIONS: • Oversee the implementation of all program activities to ensure alignment with goals, timelines, and deliverables; • Supervise the Community Outreach Specialist and provide regular coaching and development support; • Design and manage peer-centered storytelling campaigns and stigma reduction strategies; • Manage relationships and formalize MOUs with behavioral health and MAT partners to ensure effective warm referrals; • Lead the planning and facilitation of culturally resonant events and listening sessions; • Coordinate and track trauma-informed, bilingual trainings to expand local capacity for education and referral; • Develop and oversee the implementation of social media outreach strategies to ensure they effectively align with the program's goals; • Prepare monthly summaries of progress, activities, and deliverables; • Oversee data collection and reporting; • Ensure all activities are culturally and linguistically responsive and grounded in community trust; • Other duties as assigned. JOB QUALIFICATIONS AND EXPERIENCE: • Minimum of three (3) years of experience managing or supporting projects in public health, harm reduction, prevention, and/or outreach; • Bilingual in Spanish; • Skilled in cross-functional collaboration and partnership development; • Strong facilitation and presentation skills; • Excellent verbal and written communication skills; • Experience engaging Latine, immigrant, or underrepresented communities; • Demonstrated capacity to improve systems and problem-solve in organizational settings; • Ability to prioritize, delegate, and manage multiple projects in a fast-paced environment; • Willingness to work occasional evenings or weekends and to travel as needed; • Proficiency in Microsoft Office Suite and other standard office and presentation tools.
