  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually
  • This position is emergency-essential (E-E). In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the E-E duties until relieved by proper authority
  • You may be required to sign a transportation agreement.

Qualifications

QUALIFICATIONS MUST BE CLEARLY VERIFIABLE IN YOUR RESUME. GOVERNMENT POSITIONS MUST INCLUDE PAY PLAN, SERIES, GRADE, TO AND FROM DATES, AND GOVERNMENT AGENCY/DEPARTMENT. Must include at least one year of experience performing duties at a level which equipped the applicant with the particular knowledge, skills, and abilities needed to perform successfully in the position.

One year of specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression for a Director FMWR. Experience must reflect multiple FMWR program work.

Possess demonstrated leadership and oversight of a successful profit generating medium/large business organization, ensuring programs and activities are managed and operated on a sound financial basis or demonstrated experience taking corrective action.

Possess demonstrated ability to execute Human Resources Program, supervise personnel to include subordinate supervisors, and execute organization personnel management responsibilities.

All Qualified applicants will be rated against the highly qualifying criteria by a rating panel for evaluation of the quality and extent of your total accomplishments, experience and education. Those applicants determined to be highly qualified will be referred to the hiring official for consideration. The highly qualified candidates may undergo an interview and reference checks.

Possess demonstrated experience overseeing all phases of Capital Purchase and Minor/Major Construction Programs (CPMC), guaranteeing integration and coordination are within established timeframes. Experience must be in multiple FMWR type programs.

Possess experience with development and execution of Long-term (5 year) Strategic Planning pertaining to the operation of FMWR programs and activities.

Possess experience to execute an effective acquisition and financial management plan to include demonstrated ability to determine resource needs and allocation of resources for federal, state and/or local government budgets and analysis of financial data.

Possess experience developing and implementing policies and procedures appropriate to FMWR programs and activities.

Possess a minimum of five (5) years' experience in MWR/Garrison at the Division Chief/ Director level managing FMWR programs.

Additional highly qualifying criteria applies as below:

Possess strong knowledge of business processes, financial management, and demonstrate an understanding of value based decision making.

Possess the ability to research, interpret and apply policies, regulations, and laws to NAFI's programs.

Possess ability to analyze facts, alternatives, and problems independently and to arrive at conclusions and recommendations, which form the basis for creating new policy.

Possess a bachelor's degree that included or was supplemented by at least 24 semester hours in business/recreation management or related field.

Education is not required for this position and will not be utilized in determining minimum qualifications or as a substitution for experience unless indicated in the vacancy.
