Onsite-Hybrid Position

EM Key Solutions seeks a Project Manager with an active Public Trust clearance to support the Department of Veterans Affairs Office of Information & Technology (OIT) Office of Communications (OC) in accomplishing its communication mission and objectives.

Duties:

• Identify, develop, and implement strategic and tactical components of a large-scale, national communication program for the Department of Veterans Affairs Office of Information & Technology (OIT).
• Integrate multiple communication vehicles, channels, and products into a comprehensive and consistent strategy.
• Apply a variety of frameworks (Agile, Scrum, Kanban, etc.) to support project management, schedule management, scope management, and requirements management, depending on the type of effort.
• Develop, implement, and maintain a project management plan to align with the VA's strategic communication goals.
• Create and/or modify appropriate project management documentation for briefings, status reports, project management plans, staffing and security status, and data reports.
• Provide innovative solutions to streamline day-to-day business and operational activities.

Required Qualifications:

• 5+ Years of direct experience leading a complex communication organization with strategic marketing and public relations components.
• 8+ years of experience in both project management and strategic communication.
• 10+ Years of experience in the full breadth of communications functions, including strategy, visuals/graphic design, branding, text-based communication products and messaging, employee communication, and web-based communication channels.
• Understanding of technical, health, and IT concepts and ability to communicate them to a layman's audience.
• Bachelor's degree in communications, public relations, or related field
• 10+ years of experience in project management, scope management, schedule management, and requirements management using a variety of frameworks such as the SDLC and/or Agile/scrum methodologies
• Experience developing project schedules using MS Project
• Experience creating related project plans, requirements documentation, test plans and scenarios, and training guides.
• Ability to work onsite at VA HQ as needed.

Preferred Qualifications:

• Prior VA Communications experience
• Certification: Project Management Professional (PMP)
• Experience using Excel, SharePoint, PowerApps, Power BI, and Power Automate to build dashboards and executive-level reporting
• Experience developing project schedules using MS Project.

Clearance:

Active Public Trust; interim clearance is acceptable. Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
