TheWest Travis County Public Utility Agency (WTCPUA)is a publicly owned, nonprofit utility serving western Travis County and northern Hays County, TX. We’re dedicated to providing high-quality water and wastewater services with a focus on infrastructure resilience, sustainability, and customer service.
Job Summary:
We are seeking an experiencedProject Managerto lead the planning, design, construction, and close-out of capital improvement projects. The ideal candidate will have a strong background in public infrastructure, construction management, or municipal utilities and a passion for delivering quality projects that serve the community.
Responsibilities:
• Manage all phases of capital projects (planning, design, permitting, construction, and close-out)
• Prepare and manage budgets, schedules, and project documentation
• Oversee engineering and construction contracts, including RFPs and change orders
• Ensure compliance with local, state, and federal regulations
• Coordinate utility relocations, easements, and right-of-way access
• Serve as the main point of contact for consultants, contractors, and internal departments
• Present project updates to the Board and community stakeholders
• Collaborate with finance on grant applications and funding programs
Qualifications:
• Bachelor’s degree in Civil Engineering, Construction Management, Public Administration, or related field
• Minimum 5 years of project management experience (preferably in utilities or municipal infrastructure)
• Experience managing engineering consultants and contractors
• Strong understanding of infrastructure delivery methods (design-bid-build, design-build)
• Excellent communication and organizational skills
Preferred Qualifications:
• Professional Engineer (PE) license in Texas
• PMP or other project management certification
• Proficiency in Excel, project management software, and GIS or AutoCAD
Key Competencies:
• Project Management:Ability to lead complex public infrastructure projects from start to finish.
• Budgeting & Financial Acumen:Skilled in cost control, pay application review, and funding management.
• Vendor & Contract Oversight:Experience with RFPs, consultant negotiations, and contractor accountability.
• Regulatory Knowledge:Familiarity with permitting, procurement, and compliance at the local, state, and federal level.
• Technical Expertise:Understanding of water/wastewater systems, engineering principles, and construction methods.
• Communication:Clear written and verbal skills for reports, presentations, and stakeholder engagement.
• Problem Solving:Ability to anticipate issues and develop proactive solutions.
• Collaboration:Strong interpersonal skills and ability to work across departments and with external partners.
• Initiative & Adaptability:Takes ownership of tasks and adjusts to changing project needs.
Work Environment:
• Split between office and field environments
• May involve work near heavy equipment and in outdoor conditions
• Occasional lifting of up to 50 lbs may be required
