Summary PHSKC is engaged in creating and supporting the systems, tools, and staff capacity so Public Health can authentically, effectively, and sustainably serve our region’s diverse communities in ways that are community-centered and culturally responsive. The Language Access Program at Public Health partners with other local health jurisdictions in Washington State as part of Foundational Public Health Services. PHSKC has an innovative Language Access Program with community-based language service providers who provide high quality translation and interpretation services. The shared service model provides language access services to King County and seven local health jurisdictions. The Language Access Program in the Office of Equity and Community Partnerships (OECP) in the Director’s Office, Public Health-Seattle & King County (PHSKC), is seeking a Language Access Community Language Service Provider Manager (Project/Program Manager II). Candidates will be drawn to the opportunity to work with a diverse group of community language service providers and collaborators. They will also partner with multiple local health jurisdictions, significantly expanding collaboration, and learning opportunities. This role is especially appealing to individuals committed to dismantling structural barriers and advancing health equity through language access and justice. Work Location Hybrid work. Telecommuting and Chinook Building - 401 5th Ave, Seattle, 98104Employees mustresidein Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements. (Some of the work associated with this position will be performed through teleworking, and will report to office location and to meetings as needed. Travel to other work locations may be necessary. Employees will have access to shared workspaces at various King County facilities. Employees will be provided with a County issued laptop and must maintain a workspace with an internet connection where they can reliably perform work and remain available and responsive during scheduled work hours. Job Duties • Recruit, on-board, and provide support to culturally and linguistically diverse community language service providers (CLSP) • Co-develop with team onboarding tools and trainings for CLSPs, providing onboarding support, and providing conflict resolution. • Provide professional development tools for CLSP through monthly meetings • Create and distribute a monthly e-newsletter for CLSP that includes program information, updates, tools, and resources • Manage CLSP pool (which includes references, individual skill building, etc.) • Co-facilitate trainings and conversations on the Language Access Program to provide awareness/guidance about the services it has to offer. • Co-create and manage RFA, Contract and Work Order language co-development with CPRES • Monitor Contracts to ensure contractors meet terms of the work order/contract • Develop and implement policies, best practices and systems improvements when working with Community Language Service Providers for Public Health and other department staff that will utilize the pool. • Design, make recommendations, and provide guidance for how Public Health staff should work with multi-lingual staff when asked to provide language access services • Use personal lived experience, health literacy skills, and an equity framework to review materials for translation for reading level, clarity, and cultural appropriateness. • Provide project consultation to other departments/ divisions/programs prior to submitting their requests • Work collaboratively with other team members to troubleshoot, share challenges and successes for a unified approach to the work. • Serves as Language Access ambassador to King County staff regarding their language access needs. • Maintain and track assigned projects using an independent tracking system. Upload and maintain files completed and shared files in SharePoint/Teams. Experience, Qualifications, Knowledge, Skills Ideal Candidate: • Ongoing commitment to learning, understanding, and effective application of anti-racist and equity practices when working with Black, Indigenous, and People of Color communities, as well as LGBTQ, immigrant/refugee and disability communities. • Ability to work across teams, build strong teams and partnerships, and manage conflict in constructive ways • Highly organized. • Proficiency in English grammar, spelling, and proof reading. • Understanding of health literacy best practices. • Clear written communicator, especially over email. • Ability to work under tight deadlines and manage a variety of tasks simultaneously • An independent thinker, who can also work in collaboration with others. • Ability to pay attention to detail and ensure accuracy of work products. • Ability to work well independently and as a member of a highly integrated and diverse team. • Proficient in Microsoft Suite, SharePoint and Adobe PDF • At least two years of project management experience with a language access program • Demonstrated experience creating and implementing training and onboarding processes for a multicultural service providing team Desired Candidate: • Preferred candidates include individuals that have experience in language access work in the community • Have a strong understanding of and ability to work with ethnic and diverse linguistic communities in King County • Bilingual/biliterate/served as a language access service provider Supplemental Information Forbes named King County as one of Washington State's best employers.Together, with leadership and our employees, we're changing the way government delivers service and winning national recognition as a model of excellence.
