L'unité de service de GSI (Intégration des systèmes de réseau) basée à La Prairie (QC) recherche un responsable des appels d'offres pour l'activité Service couvrant le marché nord-américain (Canada et États-Unis) ainsi que d'autres régions, qui serait également chargé de gérer des offres complexes.

The service unit of GSI (Grid System Integration) based in La Prairie (QC) is looking for a tendering leader for Service activity covering North American market (Canada and USA) and other regions who would also manage complex bids.

Job Description

Responsabilités essentielles :

1. Gestion des appels d'offres

  • S'assurer que la politique GE en matière d'appels d'offres est comprise et correctement appliquĂ©e par l'Ă©quipe.
  • GĂ©rer principalement des offres complexes pour l'AmĂ©rique du Nord et d'autres rĂ©gions, depuis l'identification de l'opportunitĂ© jusqu'Ă  l'exĂ©cution de la commande.
  • ĂŠtre capable de piloter un processus d'appel d'offres complexe et de coordonner en temps voulu avec les diffĂ©rents dĂ©partements et unitĂ©s internes afin que GE puisse rĂ©pondre dans les dĂ©lais, en respectant les exigences du client ou, Ă  dĂ©faut, en listant et en nĂ©gociant les exceptions.
  • Travailler avec les achats pour obtenir des devis pour les estimations de service et avec l'ingĂ©nierie pour s'assurer que l'offre GE est conforme Ă  la demande du client (RFQ).
  • DĂ©finir les niveaux de prix du marchĂ©, Ă©valuer les risques des opportunitĂ©s, gĂ©rer la livraison et l'exactitude des offres dans les dĂ©lais, assurer le suivi des offres et contribuer Ă  la nĂ©gociation des contrats avec les clients.
  • ĂŠtre capable de lire, comprendre et nĂ©gocier des termes contractuels complexes dans le cadre d'un RFQ client.
  • ĂŠtre capable de rĂ©diger une offre complexe, technique et commerciale en anglais.
  • Assister l'Ă©quipe commerciale sur des projets majeurs (80 %) mais aussi sur des devis pour petits et grands projets.
  • DĂ©velopper les relations internes avec les responsables du dĂ©veloppement commercial et les responsables grands comptes.
  • Soutenir et contribuer Ă  la dĂ©finition et Ă  la mise en Ĺ“uvre du plan d'action commercial pour atteindre les objectifs stratĂ©giques de l'unitĂ© (prise de commandes, chiffre d'affaires, etc.).
  • Saisie et suivi dans SAP (ERP) sur la productivitĂ©, saisie et suivi dans SPEAK (CRM)

2. Responsabilité de chef d'équipe

  • Responsable de tous les appels d'offres Service.
  • DĂ©finir les objectifs et les dĂ©lais pour votre Ă©quipe.
  • Participer aux rĂ©unions hebdomadaires de suivi.
  • Former et guider l'Ă©quipe.
  • DĂ©finir les objectifs et plans de formation.
  • Identifier les besoins en recrutement.

3. Application du processus de gestion des appels d'offres et gestion des offres

  • Analyser les risques liĂ©s au RFQ (portĂ©e de la solution / identification des risques).
  • Collaborer avec le dĂ©veloppement commercial et les ventes pour obtenir les informations manquantes des documents RFQ.
  • Participer et contribuer Ă  la rĂ©union GO/NO GO.
  • Construire la proposition commerciale et technique avec chiffrage et CMM (en collaboration avec IngĂ©nierie / Supply Chain / OpĂ©rations terrain / gestion des opĂ©rations).
  • CrĂ©er les demandes techniques dans Service Responsiveness et communiquer clairement avec l'ingĂ©nierie.
  • Pour les grandes offres, organiser des rĂ©unions de suivi avec les disciplines concernĂ©es.
  • Pour les grandes offres, participer aux revues " deal desk ".
  • Administration des offres (crĂ©ation SAP / Box / Speak PL Scope).
  • Travailler avec la gestion de projet sur les avenants.

Qualifications / Exigences:

  • DiplĂ´me universitaire, de prĂ©fĂ©rence en gĂ©nie Ă©lectrique, ou Ă©quivalent.
  • CapacitĂ© et volontĂ© de voyager 20 % du temps aux États-Unis et au Canada. Obligation de se conformer Ă  toutes les politiques de l'entreprise en matière de voyages et de fiscalitĂ©.
  • ExpĂ©rience dans un rĂ´le commercial et appels d'offres dans un environnement similaire.
  • ExpĂ©rience dans le marchĂ© de la transmission haute tension souhaitĂ©e.
  • Connaissance de l'environnement nord-amĂ©ricain obligatoire.
  • Anglais courant obligatoire, le français serait un atout.

Essential Responsibilities:

1. Tendering Management

  • Make sure the GE tendering policy is understood and properly applied across the team • Manage mainly complex offers for North America and other regions from the opportunity identification to the execution of the purchase order.
  • Be able to lead a complex bid process and liaise in a timely manner with the different departments and internal business units to make sure GE can answer respecting the deadlines and complying with the customer request or at least listing and negotiating the exceptions.
  • Work with purchasing to support and obtain quotes for service estimates and with engineering to make sure GE's offer is complying with the customer's RFQ.
  • Define market price levels, evaluate opportunities' risk, manage timely delivery and accuracy of offers, follow-up on offers and help to negotiate contracts with customers.
  • Be able to read, understand and negotiate complex contractual terms as part of a customer RFQ.
  • Be able to draw up a complex offer, technically and commercially in English • Assist the Sales Team in major projects (80%) but also quoting small and large projects.
  • Develop internal relations with Business Development Managers and Key Account Managers.
  • Support and help to define and implement commercial action plan to deliver the Unit's strategic objectives for order intake, sales revenue, etc. •
  • SAP (ERP) input and reporting on productivity, SPEAK (CRM) input, follow up and reporting.

2. Team Leader Responsibility

  • Responsible for all Service Tenders.
  • Set objectives and timelines for your team.
  • Participate in weekly review/pacing calls.
  • Educate/Guide the team.
  • Set training objectives and plans.
  • Identify any recruitment needs.

3. Tendering management Process Enforcement and Bid Management

  • Analyze RFQ Risk -Scope of solution / Identify Risks.
  • Work with Business Development and Sales to request for missing information from RFQ documents.
  • Participate and contribute to the GO/NO GO meeting.
  • Build commercial & technical Proposal w/costing & CMM. (Collaborate with Engineering/Supply chain/Field Operations/operations management).
  • Create technical requests in Service Responsiveness and communicate clearly to engineering.
  • For large offer set pacing calls with disciplines.
  • For large offer - deal desk reviews. • Offer administration (SAP creation/Box/Speak PL Scope).
  • Work with Project management on change orders

Qualifications / Requirements:

  • Bachelor's degree preferably in electrical engineering, or equivalent.
  • Ability and willingness to travel 20% of the time to the United States and Canada. Requirement to comply with all company policies regarding travel and taxation.
  • Experience in a commercial AND tendering role in similar commercial environment.
  • Experience in the high voltage transmission market preferred.
  • Knowledge of North America environment is mandatory.
  • Fluent English mandatory, French would be a plus.

For candidates applying to a U.S. based position, the pay range for this position is between $128,400.00 and $213,900.00. The Company pays a geographic differential of 110%, 120% or 130% of salary in certain areas. The specific pay offered may be influenced by a variety of factors, including the candidate's experience, education, and skill set.

Bonus eligibility: eligible, discretionary annual sales incentive.
