Organization & Operation
Founded in 2017, Global Emergency Relief, Recovery & Reconstruction (GER3) is a non-profit organization that supports crisis-affected communities to build back better. GER3 is committed to using sustainable, culturally appropriate and community-led interventions.
The January 2025 Los Angeles wildfires claimed the lives of at least 17 people and charred over 45,000 acres of land. Over 10,000 structures are reported to have been destroyed by the Eaton fire. Over 130,000 individuals have evacuated the area and face an uncertain return to their communities. More than 1.2 million people were directly impacted by the wildfires, with thousands losing their homes, farms, and businesses. Approximately 85,000 individuals sought refuge in temporary shelters, while many more were forced to relocate with relatives or friends. Many community centers, which served as gathering places and resource hubs, were either destroyed or rendered inoperable, leaving residents without critical support systems.
California’s wildfires have increasingly shifted from being rural to urban events that devastate entire residential and commercial neighborhoods, highlighting the urgent need to implement robust community emergency preparedness planning, environmental regeneration, and fire mitigation techniques. Due to the vast devastation left in the wake of the Eaton fires, GER3 is committed to addressing these challenges by implementing technical, evidence-based strategies to adapt and strengthen community resilience to fire events, incorporating fire resistant building techniques, public education, and nature-based solutions.
Position Overview
GER3 is seeking a Restoration Project Manager to oversee, and manage smoke remediation, restoration, and repair operations in response to the Eaton wildfires in Altadena. This role is responsible for managing project timelines and budgets, coordinating cleaning efforts, managing repair and restoration works to restore affected properties, and working with the community and other nonprofits to be the gold standard in remediation and restoration efforts. The ideal candidate will have experience in environmental remediation or construction site management, with strong leadership, organizational, and operational skills.
This role requires flexibility and adaptability. The Restoration Project Manager must be prepared to pivot strategies, wear different hats, adjust remediation approaches, and support new initiatives as needed to maximize the overall impact of GER3’s wildfire recovery efforts.
Key Responsibilities
Project Management & Timeline Execution
• Lead full-cycle smoke remediation and home repair projects from planning to completion.
• Develop and manage detailed project plans, budgets, and schedules to ensure timely delivery.
• Establish foundational systems and workflows for remediation, testing, and repairs.
• Proactively identify and resolve project challenges, ensuring safety, quality, and efficiency.
• Monitor overall progress and adjust plans as needed to stay on schedule and within budget.
Contractor & Field Management
• Serve as the main point of contact for all contractors and site personnel.
• Draft scopes of work, secure bids, and oversee procurement in alignment with GER3 policies.
• Conduct regular site visits and inspections to ensure workmanship and safety compliance.
• Manage multiple contractors simultaneously, ensuring clear communication and accountability.
• Coordinate logistics between contractors and homeowners with empathy and professionalism.
Team Leadership & Supervision
• Provide guidance, training, and support to at least one direct report in executing remediation and repair field and office tasks. Assign responsibilities, monitor performance, and provide regular coaching and feedback.
• Foster a collaborative, mission-driven culture focused on safety, quality, and community impact.
Financial & Resource Management
• Track expenditures and maintain accurate financial records across all project components.
• Forecast spending, manage resources efficiently, and prepare weekly progress and cost reports.
• Ensure all activities adhere to budget parameters and reporting requirements.
Stakeholder Coordination & Reporting
• Serve as a liaison between GER3 leadership, local partners, community organizations, and homeowners.
• Represent GER3 in collaborative meetings, working groups, and disaster recovery clusters.
• Provide regular updates on project milestones, impact metrics, and program outcomes.
• Refine standard operating procedures (SOPs) and best practices for remediation and repair programs.
Program Flexibility & Adaptability
• Contribute to related recovery initiatives such as debris management and home hardening.
• Adjust operational strategies as needed to improve efficiency and impact.
• Identify opportunities for innovation and continuous improvement across all recovery activities.
Qualifications & Requirements
Minimum Qualifications
• 5+ years of experience in construction project management, environmental or smoke remediation, restoration, or a related field.
• Demonstrated ability to independently manage complex projects from planning through completion, delivering tangible results.
• Proven leadership experience overseeing contractors and field teams.
• Strong organizational, problem-solving, and decision-making skills.
• Experience managing project budgets, timelines, and resources.
• Excellent communication skills and the ability to work effectively with homeowners, community members, and partner organizations.
• Must reside in or near the Los Angeles area with the ability to travel frequently to Altadena and surrounding communities.
• Valid driver’s license and reliable transportation.
Preferred Qualifications
• Previous experience with disaster recovery, nonprofit, or community-based reconstruction programs.
• Knowledge of environmental health, construction safety standards, or home restoration best practices.
• Familiarity with grant-funded projects, procurement processes, or reporting to funding agencies.
• Ability to thrive in fast-changing environments and adapt priorities as needs evolve.
• Passion for helping disaster-affected communities rebuild stronger and more resilient homes.
