The Senior Federal Recruiter is responsible for working with Hiring Managers and providing client satisfaction as part of IBM’s Federal Consulting Talent Acquisition Team. The Recruiter will work closely with the clients they support and will define develop plan and implement recruiting strategies to provide a qualified candidate pool. This role requires project management and recruiting experience to be successful.

Your Role and Responsibilities
The Senior Federal Recruiter is responsible for working with Hiring Managers and providing client satisfaction as part of IBM’s Federal Consulting Talent Acquisition Team. The Recruiter will work closely with the clients they support and will define develop plan and implement recruiting strategies to provide a qualified candidate pool. This role requires project management and recruiting experience to be successful.
Role Description
- Facilitate intake meetings with hiring leaders to confirm hiring requirements and offer solution-based approaches to filling key positions.
- Locate and identify potential candidates using intricate Boolean searches social media user groups/associations candidate referrals networking and web sourcing
- Call screen and qualify candidates and assist them through the recruitment process
- Foster strong and consultative relationships with all internal stakeholders in the recruiting process –Hiring Managers HR Business Partners Operations Team Global Delivery Teams etc.
- Articulate IBM’s employee value proposition and provide inspiring information to candidates about the Company and the position.
- Manage the end-to-end components of the recruiting process including facilitating interview set up collecting candidate feedback offer presentation and negotiation closing and other administrative components involved in full life-cycle recruiting.
- Support reporting requirements by responding to request for information and analysis.
- Research and understand talent markets/segments competitor profiles industry trends and be able to use that information to uncover talent and influence hiring decisions.
- Offer ideas to peers and management on improving work processes making work scalable increasing recruiting effectiveness and anticipating and mitigating any potential issues.
- Maintain full compliance with ATS workflows to ensure data integrity as well as comply with all internal and external hiring regulations and audit requirements.
Required Technical and Professional Expertise
This role requires 5+ years of recruiting experience including sophisticated sourcing candidate assessment offer negotiation and candidate closing techniques:
- Proven recruiting and sourcing skills in the Federal security-cleared and Intelligence space. (TS/SCI+ Clearance)
- Extensive experience working with Federal Government and sourcing Security Cleared candidates.
- A consulting mentality including the ability to provide guidance advice and challenge traditional thinking (appropriately) when required.
- Track record of delivering and being productive in a team environment with a high sense of urgency and commitment.
- Ability to organize and prioritize projects in a fast-paced deadline-oriented and rapidly changing business environment.
Preferred Technical and Professional Expertise
- Leadership skills and willingness to transfer knowledge to other members of the team.
- Superior communication skills with an emphasis on tact and diplomacy.
- Openness and willingness to get involved and assist even though ‘it’s not your job’.
- Strong business acumen to be able to comprehend business needs and how those needs fit into the corporate/business structure.
