This advanced professional-level role puts you at the center of projects and programs that shape the daily lives of residents—from sustainability initiatives and infrastructure planning to housing policy and economic development.What You'll Do: Provide high-level staff support to department heads and executive managers across City departments.Lead complex, cross-departmental projects, policy initiatives, and process improvements.Conduct detailed research, analysis, and reporting on financial, operational, and administrative issues.Evaluate program and policy effectiveness using tools such as cost-benefit analysis, stakeholder input, and data analytics.Prepare and manage grant proposals, contracts, RFPs, and financial forecasts.Represent the City at interdepartmental and community meetings, workshops, and public forums.Supervise and mentor assigned professional and technical staff; provide leadership in project teams and working groups.Communicate findings, strategies, and recommendations clearly and concisely—verbally and in writing—to internal and external stakeholders, including City Council and community groups.What Makes This Job SpecialWide-Reaching Impact: Projects touch every corner of the city—from affordable housing and infrastructure to sustainability, innovation, and development.Autonomy and Leadership: You’ll operate with a high degree of independence, using your analytical and project management skills to recommend and implement real change.Room to Innovate: This is not a routine desk job—you’ll be encouraged to think critically, question assumptions, and drive continuous improvement.Visible, Valued Work: You’ll have a platform to present your work directly to department leadership, City Council, and the community.
EXAMPLE OF DUTIES
Senior Management AnalystBachelor’s degree from an accredited college or university with major course work in public administration, business, or a related field.Three years of increasingly responsible professional-level experience in such areas as complex financial and/or data analysis; program or contract management and evaluation; policy development; and report-writing. Possession of, or ability to obtain, a valid California Driver License. Bonus Points: A master’s degree in public administration, business, law, or a related field is highly desirable.

Depending on the number of applicants, this process may be altered. Fine Print. The annual salary range is $122,366 - $183,549 with a control point of $152,958. Pay beyond the control point may be awarded for exceptional experience and qualifications upon hire and/or for meritorious performance while serving.
