JOB The City of La Mesa is seeking an experienced, dynamic Senior Management Analyst to join our Human Resources team. This pivotal role will perform advanced professional, administrative, and analytical work, supporting a wide range of HR initiatives including full-cycle recruitments, labor relations, classification and compensation studies, policy development, and organizational initiatives. The ideal candidate will bring exceptional analytical skills, sound judgment, and a collaborative approach to help attract and retain top talent, drive strategic HR projects, and provide critical support to City leadership. Ideal Candidate Profile: Experienced in public sector HR.Has a solid background in human resources within a government agency, with a strong understanding of public sector rules, labor agreements, and personnel processes. A Recruitment Expert. Proficient in managing full-cycle recruitments using NEOGOV, from drafting job postings to generating certification lists and communicating with candidates. Skilled at designing effective outreach strategies to attract a diverse, qualified applicant pool. Analytically Strong and Detailed Oriented. Experienced in conducting classification and compensation studies, labor cost analyses, and preparing clear, data-driven reports and recommendations. Able to balance multiple projects and meet deadlines with a high level of accuracy. Knowledgeable in Labor Relations and Compliance. Understands principles of labor relations, contract administration, and public sector employment law. Comfortable researching MOUs, interpreting policies, and supporting negotiations preparation. A Collaborative Communicator. Has excellent written and verbal communication skills to prepare clear reports, explain complex information, and present recommendations to management, staff, and sometimes City Council. Builds strong, positive working relationships with colleagues across all departments. A Proactive Problem-Solver and Innovator.Looks for opportunities to improve processes, streamline workflows, and enhance customer service. Desirable Qualifications/Certifications: At least five (5) years of technical experience in the Human Resources field, and at least three years of professional Human Resources experience in the assigned area of responsibility related to recruitment and selection, leave administration and benefits administration.Possession of a Society for Human Resources Management, Certified Professional (SHRM-CP) or Senior Certified Professional (SHRM-SCP), or Public Sector HR Association (PSHRA) - Human Resources, Certified Professional (IPMA-CP) or Senior Certified Professional (IPMA-SCP) is desirable. EXAMPLE OF DUTIES The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.Recruitment and Selection: Manage and coordinate full-cycle recruitments for a variety of positions citywide, including specialized and public safety roles - utlizing NEOGOV, the City's applicant tracking system. Performance Management/Disciplinary Procedures: Provides consultation to directors and managers on personnel-related matters including recommending appropriate levels of discipline, writing performance improvement plans, last chance agreements, Skelly notices and other related disciplinary documentation; assists in the administration of disciplinary hearing process and grievance appeals; and works through discipline and termination procedures with directors.Labor Negotiations: Conducts surveys and collects and analyzes data in preparation for labor negotiations; prepares labor negotiations survey materials, cost analyses and projections; works with Finance Department to review negotiated costs; assists with the development of contract language and the implementation of contract changes; interprets and administers employee contracts throughout the duration of the agreements.Classification and Compensation: Conducts and implements classification, reclassification, and organizational analyses; evaluates and determines appropriate classifications and structures; prepares written reports and recommendations; develops new and revises existing classification specifications; conducts salary and fringe benefit surveys.Leave Management: Manages the coordination of various employee leaves including FMLA, CFRA, leave without pay, excessive sick leave issues, military leave, workers’ compensation leave including under labor code 4850, temporary disability, industrial disability retirements, etc.Policy Development: Formulates departmental and/or City policies; prepares ordinances and resolutions for City Council consideration and adoption.Benefits Administration: Coordinates and assists Human Resources staff with the City’s group benefits program (CalPERS health, dental, vision, life insurance, flexible spending plan, etc.)Budget Administration: Manage the development, review, and administration of the departmental budget.
