Job Description:
We are seeking a highly experienced and results-driven Senior Project Manager to support the New York State Information Technology Services (NYS ITS) on a major Health and Human Services Eligibility system modernization initiative. This position requires a proven leader with deep experience in managing large-scale, complex projects, especially in the public sector and health and human services domains.
Key Responsibilities:
• Lead the planning, execution, and delivery of large-scale IT projects within the Health and Human Services domain.
• Oversee all phases of the project lifecycle, ensuring compliance with schedule, budget, and scope.
• Coordinate with cross-functional teams including business analysts, technical architects, developers, QA teams, and external vendors.
• Manage stakeholder expectations, reporting, and communications at executive and operational levels.
• Act as a subject matter expert in eligibility systems, data integration, and project governance frameworks.
• Facilitate risk assessments and develop mitigation strategies.
• Ensure project alignment with data privacy and compliance standards.
Mandatory Qualifications:
• 15+ yearsof experience as aPMO Project Manager, including work within aPMOsupportingHealth and Human Services Eligibility systemssuch asMedicaid, Public Assistance, SNAP, HEAP, or ChildCare.
• Proven experience withdata conversion and data modeling, including work withlegacy systems,ETL teams, anddata quality validation.
• 7+ yearsof experience managingcomplex, multi-disciplinary projects, including at least2 years in a leadership role.
• Demonstrated experience managingprogram budgets of $100 million or more.
• Current PMP certification(or equivalent) from theProject Management Institute (PMI).
• 7+ yearsof hands-on experience withMicrosoft ProjectandMicrosoft Project Online, includingresource-loaded project schedules,resource assignments, and use ofVBA scriptingfor reporting or automation.
• In-depth knowledge ofdata governance,privacy,compliance standards, and at least5 years of experiencewithAgile methodologiesandtechnical project delivery.
• Bachelor's degreeinBusiness, Computer Science, Engineering, or a related field.
• Strong experience working directly withtechnical teams,data analysts, andintegration partners, with confidence in leading and facilitatingtechnical discussions.
Preferred Skills (Nice to Have):
• Prior experience working with New York State government agencies.
• Familiarity with NYS ITS processes and project governance frameworks.
• Experience with federally funded programs and reporting requirements.
