Senior Project Manager
We are seeking a highly skilled and experienced Project Manager to join our team and take on a critical role in managing Enterprise License Agreements (ELAs) for our Federal Law Enforcement customer. As the Project Manager, at the direction of the Federal Lead-Program Manager, you will be responsible for overseeing the ELA program, developing Standard Operating Procedures (SOPs), managing a team, and navigating a dynamic work environment with evolving priorities. Your exceptional leadership abilities, strong organizational skills, and ability to thrive in a demanding work environment will be key to the success of this role.
Responsibilities:• Support to Client Program Manager: Provide comprehensive support to the Program Manager, ensuring effective communication, coordination, and alignment of activities. Report regularly and comprehensively to the Program Manager on project status, risks, and recommendations.• Enterprise License Agreement Management: Oversee the management and facilitating of requirements gathering and drafting acquisition packages, develop contract strategies for ELAs, monitor billing and prompt payment, maintain communication channels with stakeholders, provide analysis on contract funding, oversee the ELA lifecycle, resolve complex issues, and deliver regular reports to leadership.• Standard Operating Procedures: Develop and implement clear and effective SOPs for managing ELAs and associated processes. Document workflows, best practices, and guidelines to provide structure and ensure consistency in operations.• Team Management: Lead and manage a team of junior and intermediate staff responsible for supporting ELA management activities. Provide guidance, mentorship, and support to ensure the team's success and professional growth. Foster a collaborative and empowering work environment.• Stakeholder Collaboration: Collaborate effectively with internal stakeholders, including legal, procurement, finance, and business teams. Build strong working relationships, facilitate communication, and align project objectives with organizational goals.• Continuous Feedback and Improvement: Establish mechanisms for obtaining continuous feedback from team members, stakeholders, and clients. Utilize feedback to drive process improvements, optimize team performance, and enhance ELA management practices.
Other responsibilities specific to ELA Management• Facilitate the proper development of requirements gathering and draft acquisition packages to include but not limited to the option year renewals and recompetes.• Develop a comprehensive contract strategy for new ELA's to position the client for successful mission achievement• Continuously monitor various data to track billing a prompt payment to invoices• Maintain lines of communications between COR and vendors, division stakeholders, and procurement section.• Provide analysis of contract funding levels/status/balances to brief Executive Management and allow them to make informed decisions when issues arise.• Monitor and oversee internal ELA process prior to blackout period• Build FTS to be distributed according to internal deadlines• Resolve complex issues, obtain approvals, respond to inquires, and obtain information necessary to formulate accurate conclusions• Provide weekly, monthly and quarterly reporting on each ELA to OCIO leadership.
Requirements:• Active Top Secret Security Clearance• Bachelor's degree from an accredited university or college with at least 10 years of complex project management experience in Government programs, projects and/or activities. Educational requirements may be waived if the candidate has fifteen 15 or more years of experience.• Proven experience as a Project Manager or Senior Business Analyst, preferably with a focus on Acquisition or Enterprise License Agreement (ELA) management is highly desirable.• Excellent leadership and team management skills, with a track record of successfully managing and developing junior staff.• Ability to thrive in a dynamic work environment. Comfortable with navigating through complex projects and changing priorities.• Exceptional organizational and time management skills, with the ability to manage multiple projects and meet deadlines.• Strong communication and stakeholder management abilities, with the capacity to influence and collaborate effectively with diverse stakeholders.• Demonstrated ability to work under pressure and manage stress while maintaining a positive and supportive team environment.
