POSITION SUMMARY: The Sr. Manager Strategic Sourcing manages and oversees tactical Procurement operations, and related processes and procedures to maximize business opportunities. This includes, but is not limited to, assisting in the implementation of Procurement initiatives, supporting vendor management objectives, rationalizing the supply base, leveraging spend, reducing rates, identifying opportunities for internalization, and participating in the on-going transformation of procure-to-pay processes.

PRINCIPAL RESPONSIBILITIES:
  • Manages and carries out the personnel actions for a team which includes, but is not limited to, hiring, training and evaluating employees; coaching, counseling and managing performance; and making salary, merit or other pay increase recommendations. This position may also make recommendations and/or take corrective action to manage performance as appropriate.
  • Handles and oversees administrative matters for the team including preparing and submitting the budget for approval and setting department goals as aligned with targets/goals established by the division's leadership team. Monitors, assesses and controls the department's financial and operational performance and takes action to redirect activities as appropriate. Reports on the department's performance for senior leadership's review.
  • Researches and develops sources of supply for assigned categories and/or services and facilitates RFx processes as set forth by senior leadership. Evaluates bid responses and recommends bids of acceptable quality, cost saving and payment terms for final approval. Awards contracts upon approval.
  • Serves as a single point of contact for assigned supply base. This may include acting as an escalation point for suppliers to interface with cross-functional departments on payment issues.
  • Maintains continual contact with end users for assigned spend categories to compare local purchase agreements and leverage terms and conditions for national agreements.
  • Monitors and manages to relevant metrics including spend analytics, requisition-to-payment processes, operational efficiencies, supplier performance and benefits capture of major subcontractors.
  • Provides guidance to maintain open communications between Procurement and Operations and coordinates with other departments to determine the need and schedules for assigned commodities.
  • Leads cross-functional teams in the development and implementation of "other" category specific, cost reduction initiatives (e.g. minimize service issues, extend payment terms, etc.).
  • Leads process standardization to ensure Company policy/requirements are met.
  • Manages key suppliers to ensure that they meet their contractual obligations, and ensures effective controls are in place to maintain the commercial integrity of each contract through close-out. Strives to leverage sourcing synergies for mutual benefit.
  • Assists senior Procurement leadership and participates in the development and implementation of supplier performance management initiatives to ensure continuous improvement in accordance with established supplier management models and tools. Recommends changes in methods or procedures to increase the department's efficiency.
  • As defined by senior Procurement leadership, facilitates the execution of Procurement strategies with suppliers and internal stakeholders to deliver supply agreements that meet the Company's business requirements. This includes driving alignment and compliance for internal stakeholders with all corporate sourcing initiatives.
  • This position may require travel by air, car and/or other modes of transportation up to approximately 40% of the time.
  • Performs other duties as assigned or apparent.


QUALIFICATIONS:
  • Master's Degree.
  • Professional CPM certification.
  • Continuous Improvement , Six Sigma or Lean Sigma experience.


MINIMUM REQUIREMENTS:
  • Bachelor's degree.
  • Minimum 8 years of relevant purchasing experience at a progressively responsible level.
  • Minimum of 4 years experience in a managerial role.
  • Direct experience negotiating large support contracts involving multiple business unit/sector spend categories.
