JOB The Departments:Community Development DepartmentThe Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. This position will report jointly to the Housing & Community Services Manager and the Planning Manager.For more information about the Community Development Department, please visit the department website.Department of Public WorksThe City of Santa Clara's Department of Public Works (DPW) seeks a results-oriented and innovative Staff Analyst II to serve out the Department's mission to provide the highest quality public works services to the residents and businesses of Santa Clara, the development community, and other stakeholders in a responsible and efficient manner. The Department has focus areas that include Engineering Services and Operations and Maintenance. Engineering Services is comprised of five divisions: Administration, Traffic, Design, Land and Property Development, and Field Services. Operations and Maintenance include public roadways, parkways and boulevards, City trees, street sweeping, environmental programs, storm drain systems, fleet, solid and mixed waste/recyclables, and City facilities. Currently, DPW has one (1) open position in the Administration Division. The Staff Analyst II in this Division will be essential in administering and monitoring the budgets for the Department’s Capital Improvement Projects and analyzing financial data and coordinating with all levels of personnel and stakeholders. In addition, the candidate will lead the implementation of changes to how the Department’s staff time is tracked and accounted for within project budgets. The ideal candidate for this position will have a strong financial background and high-level technical support and complex financial analysis related to budget. Candidates should have strong attention to detail, solid written and verbal communications, and must be deadline oriented. The position requires the use of considerable initiative, judgment, analysis, coordination, and interpersonal skills. This position will be providing budget related support to the division, program and project managers. The Staff Analyst II will report directly to the Management Analyst and provide administrative and clerical support and other duties as assigned. Assigned programs could include housing development, housing policy analysis, community development, public works capital improvement program project implementation, community outreach, historic preservation, financial analysis, budget and revenue/expenditure tracking, advanced planning, public/private housing rehabilitation, management analysis, building services, human services, criminal statistics, solid waste, recycling, waste prevention, sustainability, urban runoff pollution prevention, and federal/state grant programs and activities. Performs related duties as assigned. The Staff Analyst II works under general supervision and is expected to work within established procedures and policies of the work unit. This classification performs professional work involving program management, budget administration, and research.
