Position Description
Performs highly responsible and complex strategic data analysis work. Work involves conducting detailed data evaluation and analysis and providing results in various formats. Responsible for using standard statistical tools, methods and techniques to translate data into actionable insights using data visualization software. Work involves contact with executives, governmental officials and private entities, governmental officials and private entities. Serves as a Lead Worker. Employees at this level perform independently on assignments; however, unusual issues may be referred to supervisors.
Essential Duties:
• Serves as an Enterprise Data Platform and Artificial Intelligence subject matter expert.
• Serves as a liaison and division contact in area of expertise and represents division at federal, state, and local levels.
• Assists in the preparation of management reports and proposing solutions to problems such as highway name standardization and developing data literacy resources.
• Assists with analysis of policy issues; develops assessments of potential impacts, cost/benefit analyses, and recommended policy options for the
• Commission, Administration, or legislative committees.
• Manages Strategic Planning for Expedited Data Innovation contract that analyzes data for agency use.
• Compiles, reviews, and analyzes performance data.
• Prepares data visualizations and reports that effectively convey performance and signal areas for further research.
• Uses established modeling and evaluation processes (creates new ones and/or improves current where applicable) to determine the effectiveness of current activities and identify potential problem areas, including the development of new AI tools for the TxDOT environment.
• Generates routine and ad hoc reports and updates files.
• Reviews industry developments and makes recommendations for possible agency application.
• Performs other job responsibilities as assigned.
Minimum Qualifications:
Education:
• Bachelor's degree in a related discipline.
• Relevant experience may be substituted for degree on a year per year basis. Substitutions for Minimum Qualifications
Experience:
• 5 years financial analysis, data management, program management, strategic planning or related experience.
• Experience can be satisfied by full-time or prorated part-time equivalent.
• Related graduate level education may be substituted for experience on a year per year basis
Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

Extensive knowledge of:
• Data Models
• Portfolio, program and project planning, development and management
• Statistical compilation practices and techniques, data presentation techniques, and reporting procedures
Proficient skill in:
• Communicating vision and direction of how an organization should function or a system should work under ideal conditions and conveying to others
• Analyzing issues, facts, and available information to develop logical solutions; researching inconsistencies of facts or data; drawing correct inferences from information and making recommendations that support business decisions
• Planning, overseeing, and coordinating multiple projects and program activities; evaluating results; and making necessary adjustments to meet short and long-term deadlines
• Analyzing and organizing business and technical data
• Communicating complex ideas and information clearly, concisely, and effectively
• Using Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint, and experience using SharePoint, Tableau, or related data analytical platform.
Physical Requirements and Working Conditions:
• Subject to vibration
• Sedentary work: Lift up to 10 lbs at a time and occasionally carry files/small tools
• Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
• Standing-prolonged periods of time

• Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading
