Summary
You will serve as the Chief Acquisition Officer and a Supervisory Program Analyst, responsible for program execution across all Command and program elements to meet the Command's Information Warfare (IW) research and development mission. You will use technical and program management expertise to deliver cyber warfighting capabilities to Fleet and Combatant Commanders. This position is located within the Acquisition Department of NAVY CYBER WARFARE DEVELOPMENT GROUP in Fort Meade, Maryland.

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.
- You must acknowledge in writing that you are accepting an appointment in the DCIPS (excepted service) which does not confer competitive status, prior to appointment.
- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- All Defense Intelligence positions under the Defense Civilian Intelligence Personnel System (DCIPS) are in the excepted service by specific statute, 10 U.S.C. 1601. This position is in the excepted service and does not confer competitive status.
- This position requires a periodic polygraph examination.
- This position may require a two-year DCIPS trial period requirement.
- Incumbent will be required to obtain access to NSA/U.S. Cyber Command facilities and networks through further security screening processes in order to accomplish assigned duties.
- This is a DAWIA acquisition coded position categorized as DAWIA Level III Program Manager at the Practitioner level. Obtaining and maintaining this functional area certification and continuous learning is a condition of employment.
Qualifications
- Manage contracts, equipment development, and acquisition using the capabilities of different organizations and determine potential impact on program operations;
- Use technical and program management expertise to conduct research and development activities and deliver whole cyber warfighting capabilities to managers and senior officials;
- Utilize expertise with government contracting to work effectively with senior government and industry contracting officers to select an appropriate contract vehicle to provide development, procurement, and maintenance support.

This is a DAWIA acquisition coded position categorized as DAWIA Level III Program Management at the Practitioner level. Obtaining and maintaining this functional area certification and continuous learning is a condition of employment.
Proficiency in the Planning, Programming, Budgeting, and Execution (PPBE) process is highly desired.
