Summary

About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the This position is located with NETCOM Europe in Wiesbaden, Germany.

The initial length of this overseas tour is 36 months with possible extensions up to 5 years.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Three year trial/probationary period may be required.
  • Incumbent must be able to obtain and maintain a no-fee United States Passport.
  • Accomplishment of duties involves travel for up to 40% of the time. Trips are frequently for prolonged periods of time i.e., an average of one week.
  • Incumbent is required to utilize designated mode of transportation in traveling from one place to another for TDY.
  • Employee must be able to obtain and maintain a Top-Secret security clearance with eligibility for Sensitive Compartmented Information (SCI).
  • Position may be designated Emergency Essential (E-E) in support of mobilization and wartime mission.
  • If designated E-E, employee will be required to remain in the overseas position in the event of hostilities or mobilization until relieved by proper authority.
  • E-E employees are required to undergo nuclear-biological and chemical training and to participate in readiness tests, mobilizations, alerts and field training exercises.
  • Employee must pass a medical examination and receive required immunizations for the overseas/deployed location.
  • Prior to appointment to the position, employee will sign a statement agreeing to the E-E condition of employment.
  • This is a Drug Testing Designated Position. This position is covered by the Alcohol and Drug Abuse Prevention and Control Program.
  • The incumbent is required to sign a DA Form 5019-R and must pass urinalysis testing, as required, prior to appointment, reassignment or transfer and periodically thereafter.

  • In accordance with DoD CES Personnel System Implementation Guidance for Overseas Rotations and Administrative Return Rights, employees must be able to satisfy the rotation requirement and tour limitations in DoD Instruction 1400.25 Volume 1230.

This position is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by: Conducting periodic or special inspections, investigations, or inquiries relating to a Nuclear Program; Applying advanced nuclear surety principles to resolve major program issues, develop new policies and provide interpretations of legal guidance; Analyzing findings, issues or incidents for the implications for overall program effectiveness; Solving problems in various aspects of a Nuclear Surety program.

  • Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler is entitled to attend the DoDEA on a space-required basis in accordance with DoDEA Regulation 1342.13, then the Military Department responsible for EIS will provide the infant or toddler with the required EIS.
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
  • Medical and dental care may be provided by host nation providers. The availability and level of care at host nation medical and dental facilities will vary by location.
