The Delaware County Solid Waste Authority is looking for a Waste Diversion Manager to join their team. This position will be located in Media, PA but will spend time at our two transfer facilities in Chester, PA and Broomall, PA as well as our landfill in Boyertown, PA. Job Summary:
The Waste Diversion Manager oversees the Authority’s recycling programs and transfer stations. This position is responsible for ensuring compliance with DEP regulations and managing data reporting, administering grants, and coordinating our outreach efforts. The role is responsible for overseeing the Authority’s transfer station contracts and/or operations, as well as implementing and maintaining strategies and practices aimed at directing materials into our facilities and diverting them through waste reduction, recycling, composting, and/or similar methods. This role ensures the transfer station facilities and programs operate safely, efficiently, and in full compliance with regulations. The position requires a strong understanding of waste and recycling markets, as well as the needs of local municipalities. Key responsibilities include conducting research and data analysis, preparing and administering grants, and providing technical guidance and support to municipal partners. Some travel between facilities is required as well as a half day of work about 3 times a year on weekends. This position reports to the General Manager.
Job Responsibilities:

· Manage the contracts and daily operations of Authority transfer stations, ensuring efficient and compliant handling of municipal solid waste, which includes management of the daily tonnages.
· Assist in the development and oversight of municipal waste agreements and act as the liaison with Delco and municipal officials to support service delivery and resolve operational issues.
· Ensure compliance with local, state, and federal solid waste and recycling regulations, PaDEP Act 90 regulations, ACT 101 and Municipal Waste Management Plan requirements.
· Supervise Transfer Station staff and manage vendors and contractors engaged in waste operations.
· Plan, develop and administer the Transfer Station and Recycling Program budgets, goals, and objectives to ensure alignment with DCSWA’s operational procedures and strategic priorities.
· Manage Delaware Authority’s Recycling drop-off locations, associated vendors and contracts. Plan, coordinate, and host Household Hazardous Waste and E-Waste disposal events in the community.
· Perform recycling related duties as defined by PA Act 101 and DEP regulations. Collect data, prepare, submit, and manage grants, reports, and projects by required deadlines to support municipal waste and recycling programs. Collaborate with Delco, municipalities, and commercial entities to collect and consolidate the data required by DEP reporting and to secure grants (902 & 904).
· Accurately summarize, interpret, and analyze data and trends to improve waste and recycling program performance and inform policy decisions and alignment with DCSWA strategic priorities.
· Assist municipal officials and staff in the development and evaluation of local waste and recycling programs, including a) preparation of waste and recycling collection contracts and implementation documents; b) understanding local impacts of national and global waste and recycling trends, and c) promotion of recycling in municipalities to increase diversion county-wide.
· Work with staff and/or consultants to market information promoting recycling and generating awareness in the community through our website and activities such as the development of educational programs, providing technical assistance for businesses, schools, civic organizations, and the public.
· Support a culture of safety by performing all responsibilities in accordance with DCSWA safety policies and procedures and take a proactive approach to ensure a safe working environment for employees and customers.

Education, Training, Certification or Experience:
· Bachelor’s degree in environmental science, business or related field, with 5+ years of experience in a similar position or related field, or a comparable combination of education and experience.
· Ability to acquire and/or maintain 30-hour Professional Recyclers of Pennsylvania (PROP) Certified Recycling Professional (CRP) Certification.
- Valid Driver's license with a history of safe driving.
