Learn more about this agency Duties This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated October 15, 2021. As a BUDGET ANALYST at the NH-0560-3 some of your typical work assignments may include: Serve as a budget analyst and provide Planning, Programming, Budgeting and Execution (PPBE) in support of the JTMS Joint Program Office. Serve as a senior budget expert to plan, direct, and organize budget analysis for the Joint Transportation Management System (JTMS). Provide general acquisition financial advice to JTMS staff customers, and leadership. Provide assistance and support to the JTMS Program Executive Office and serves as a focal point for financial structure alignments with USTRANSCOM, DoD, the Services, and other government agencies. The employee must meet or be capable of meeting Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements applicable to the career category designated on the position description within 1-5 years of assignment. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d Qualifications You may qualify at the NH 03 , if you fulfill the following qualifications: One year of specialized experience equivalent to the NH-02 (GS-11) grade level in the Federal service as listed below: Present, develop, justify, execute, and monitor budgets and financial plans to properly fund and meet resource requirements. Provide financial analysis of budget-related issues, to include budget strategies and techniques to meet changing priorities and resource allocations. Apply results of financial/budget related analysis to solve problems and make recommendations. Analyze and interpret complex budgetary methods, practices, procedures, regulations, precedents, and policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional information Other Notes: This is a Financial Management Level 2 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted time frame.
