The primary purpose of this position is to serve as branch chief and supervisory accountant ensuring operational efficiency and effectiveness of the General Accounting Branch.
Duties
Incumbent Serves as branch chief and supervisory accountant ensuring operational efficiency and effectiveness of the General Accounting Branch comprised of over 40 employees performing accounting, quality assurance, and financial analysis services. This position is responsible for the systematic and accurate accounting, review, verification, reconciliation, and certification of all cash and commercial charges, NAF/APF capital assets, sales and revenue transactions generated at over 3,300 NAF activities and performs the centralized administration and collection of NAF debts owed to the Air Force Services Center (AFSVC) through the centralized debt collection. This position validates and certifies over 6,000 assigned ledgers valued at over $1.5 billion critical to global cash management, revenue processing and reporting, and accountability of all NAF/APF assets for Air Force wide NAFIs to include installation Morale and Welfare Funds, Lodging Funds, Civilian Welfare Funds, US AF Academy Athletic Association, Fisher House Funds, and Mission Essential Feeding Funds. This position ensures development and methodical testing of enterprise solutions and seamless interface of point-of-sale, revenue, purchasing, banking, payroll and all other data integration from a variety of systems applications and platforms into AFSFMS.
DUTY 1: Plans, organizes, and oversees the activities of the Shared Services Center General Accounting Branch. Develops goals and objectives that integrate organization and AFSVC, Shared Services Center and General Accounting Branch objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff, as necessary to eliminate work problems or barriers to mission accomplishment, promote team building, implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements.
DUTY 2: Exercises supervisory personnel management responsibilities. Directs, coordinates, and oversees work through subordinate supervisors. Advises staff regarding policies, procedures, and directives of higher-level management or headquarters.
Duty 3: Represents AFSVC and AFSVC/VIS with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with OSD, Air Staff, representatives from other Service components, AFIMSC, AFSVC, AFSVC/VIS and installation leadership, contractors, auditors, etc.
Duty 4: Determines and directs appropriate general accounting procedural changes with AF-wide impact. Certifies accuracy and completeness of over installation accounts and subsidiary ledgers for NAFIs. Ensures effective administration of debt collection actions for AF debts and reviews and approves applicable write-offs of delinquent NAF debts owed to installations Air Force wide. Ensures accurate billing of all fees for accounting and payroll support and services rendered by the Shared Services Center across the AF NAF enterprise.
Duty 5: Formulates and methodically tests innovative solutions, actively participates in AFSVC and AFSVC/VIS continuous process improvement initiatives and efforts, and implements system and procedural modifications. Ensures the General Accounting Branch process improvement goals and objectives align with AFSVC and SSC goals and objectives and applies quality assurance practices and analytics to measure branch performance.

This is a Financial Management Level 3 Certified position in accordance with the National Defense Authorization Act (NDAA), Public Law 112-81, Subtitle F-Financial Management Section 1599d and comply with requirements of the FM certification program.
This position meets the executive exemption criteria for the Fair Labor Standards Act (5 CFR 551.205).
Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Accounting Series 0510 under the Group Coverage Qualification Standard for Professional and Scientific Positions for this series in conjunction with the Individual Occupational Requirements described.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
OR
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is professional, comprehensive knowledge in applying accounting principles, concepts, theories, and laws as they pertain to Federal accounting requirements practices and laws, OSD and Air Force financial improvement initiatives, the US standard government general ledger, the CFO Act, Federal Financial Accounting Standards, the DoD Financial Management Regulation, OMB Circulars, and other higher Government mandates. Knowledge of the Antideficiency Act, Federal Manager's Financial Integrity Act, and Inspector General Act and related reporting requirements and the ability to interpret and apply the laws to actual financial programs, problems, and solutions. Knowledge of financial management accounting and mixed systems, automated data processing concepts, and system capabilities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Knowledge of and management experience in Services or Force Support Squadron command structure, mission,
and programs. Knowledge of Air Force Services operations and procedures, terminologies and policies and Federal
statutes, DoD instructions and guidance.
Knowledge of safety and security regulations, practices, and procedures. Expert knowledge of Air Force NAF
accounting practices, methods, and techniques and generally accepted accounting principles (GAAP) and
standards, accounting systems to include supporting systems and interfaces, and other financial aspects of
multiple Air Force programs.
Ability to plan, organize, and direct the functions and mentor, motivate, and appraise the staff of an
organization through subordinate supervisors.
Ability to analyze, plan, and adjust work operations of one of more organizational segments to meet program
requirements of objectives within available resources.
Ability to apply a wide range of qualitative and/or quantitative methods for the assessment and improvement
of program effectiveness using comprehensive knowledge of laws, policies, regulations, and precedents applicable
to the administration of one or more important public programs.
Ability to communicate both orally and in writing, conduct training and deliver professional briefings and
presentations.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
