Summary
This recruitment is for a new position to establish on-site supervision for a new dispensing pharmacy at the Jackie Walorski Clinic (JWC) Community Based Outpatient Clinic (CBOC). This position will supervise on-site pharmacists and technicians while having programmatic oversight for campus on-site pharmacy operations, including controlled substance management, and the Close to Me Ambulatory Infusion Program located at both the JWC CBOC and the Marion, IN campus.

Major duties and responsibilities include:
a) Administration/Supervisory
1) Acts as the liaison between the Pharmacy and Northern Indiana Health Care System and Patient Advocates.
2) Responsible for managing day-to-day functions and activities of the Inpatient/Outpatient Pharmacy.
3) Develops and revises Inpatient/Outpatient Pharmacy policies and procedures with input from front line staff.
4) Ensures the Inpatient/Outpatient Pharmacy is compliant with applicable Federal, VA, and local policies.
5) Participates in medical center and departmental goal planning and quality improvement activities.
6) Strives to achieve VA and departmental performance metrics.
7) Immediately responsible for the Clinical Pharmacists and Pharmacy Technicians.
8) Arranges huddles for pharmacy staff as to maintain daily communication with staff and inform staff of current updates/changes.
9) Participates in and contributes to the development of the department monthly meeting assuring staff are able to attend within workload constraints.
10)Ensures that monthly meeting minutes are communicated to staff unable to attend the monthly meeting.
11)Prepares the schedule and daily tour of duty assignments for the Clinical Pharmacists.
12)Reviews and approves the schedule and daily tour of duty assignments for Pharmacy Technicians.
13)Assesses workload shifts throughout the day, identifies backlogs, and makes staffing adjustments as needed.
14)Responsible for approving and denying leave requests, including but not limited to annual and sick leave, for the Inpatient/Outpatient Pharmacy staff.
15)Performs quality control and facilitates performance improvement of pharmacy staff's work.
b) Education/Training
1) Participates in meetings, conferences, and training programs relevant to the development and maintenance of the Inpatient/Outpatient Pharmacy.
2) Identifies continuing education, training needs, etc. for Inpatient/Outpatient Pharmacy staff.
3) Assists in preparing and coordinating new employees' on-boarding experience.
4) Responsible for the implementation and documentation of training and expansion capabilities of Clinical Pharmacists and Pharmacy Technicians.
5) Ensure that staff completes all assigned educational/training requirements.
6) May serve as a preceptor for pharmacy students and/or pharmacy resident
c) Staffing
1)Able to function as a GS-12 Clinical Pharmacist in an emergency situation.
d) Purchase Card Approving Official
1) Incumbent is an approving official and ensures that cardholders adhere to these procurement requirements. The must ensure that cardholders conduct or ensures required market research to initiate the procurement action utilizing the business targeted by the socioeconomic goal categories with special emphasis on veterans-owned small business, service-disabled veteran- owned small business, but also includes other small business, small, disadvantaged business, 8(a) businesses, woman-owned small businesses, and HUB-Zone businesses.
e) Purchase Card Alternate Approving Official
1) Incumbent is an alternate approving official and in the absence of the Approving Official, ensures that cardholders adhere to these procurement requirements.
f) Supervisory Controls
1) The Pharmacy Supervisor is under the general supervision of the Associate Chief of Pharmacy, Operations or designee. He/She plans and completes tasks based on established protocols and accepted organizational practices. The Associate Chief of Pharmacy, Operations, will review both the completed work and the work in progress depending on the nature of the assignment. Sequence and time of work is left to the discretion of the Pharmacy Supervisor in accordance with established protocols and general policy.

Qualifications
Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
English Language Proficiency: Pharmacists must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d).
Education:
(1) Graduate of an Accreditation Council for Pharmacy Education (ACPE) accredited College or School of Pharmacy with a baccalaureate degree in pharmacy (BS Pharmacy) and/or a Doctor of Pharmacy (Pharm.D.) degree. (NOTE: Prior to 2005 ACPE accredited both baccalaureate and Doctor of Pharmacy terminal degree program. Today the sole degree is Doctor of Pharmacy.)
(2) Graduates of foreign pharmacy degree programs meet the educational requirement if the graduate is able to provide proof of achieving the Foreign Pharmacy Graduate Examination Commission (FPGEC) Certification, which includes passing the Foreign Pharmacy Graduate Equivalency Examination (FPGEE) and the Test of English as a Foreign Language Internet-Based Test (TOEFL iBT).
Licensure: Full, current and unrestricted license to practice pharmacy in a State, Territory, Commonwealth of the United States (i.e., Puerto Rico), or the District of Columbia. The pharmacist must maintain current registration if this is a requirement for maintaining full, current, and unrestricted licensure. A pharmacist who has, or has ever had, any license(s) revoked, suspended, denied, restricted, limited, or issued/placed in a probationary status may be appointed only in accordance with the provisions in VA Handbook 5005, Part II, Chapter 3, section B, paragraph 16.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations:
GS-13 Pharmacy Supervisor
Experience. In addition to the basic requirements, candidates must meet:
1 year of experience equivalent to the next lower grade level.
In addition, Pharmacists assigned to this position must also demonstrate the following knowledge, skills and abilities (KSAs):
Ability to effectively supervise subordinate staff.
Ability to communicate orally and in writing to persuade and influence clinical and management decisions.
Expert understanding of regulatory and quality standards pertaining to pharmacy.
Skill in managing people or programs.
Preferred Experience: At least three years of VA Pharmacy Operations experience or managerial experience in any organization.

The full performance level of this vacancy is GS-13.
Physical Requirements: Duties may require sitting, standing, walking, bending, stooping or kneeling for extended periods of time. Ability to lift/push/pull light loads (i.e. carts weighing 40lbs or more). Ability to work in an environment that requires rapid mental and muscular coordination. Correctible to within usual range of vision, including the ability to discern color.
