Summary
The USPS OIG is seeking a highly qualified applicant to fill our Budget Analyst position in OIG Mission Support located in Arlington, VA. Bring your skills and voice to our team!
Duties
The successful candidate will be responsible for the full complement of the budget program and provide support and guidance in establishing and executing financial planning and analysis processes identifying and resolving issues consistent with industry best practices. Responsibilities involve programs, systems, functions, policies, and numerous critical issues associated with all phases of the budget analysis process and financial performance.
Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. Only those candidates who meet all qualification and eligibility requirements and who submit the required information by 11:59 PM EST on 03/26/2026 will be considered.
The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Journey Band level, equivalent to a GS-9-13. The salary range for this position is $70,623.00 - $158,322.00. The salary figures include locality pay. Promotion potential to a GS-13 is at management's discretion.

Formulates, reconciles, and executes the budget for the USPS Office of the Inspector General
Forecasts budgetary operations on a monthly, quarterly, and annual cycle, ensuring alignment with agency financial goals.
Prepares detailed narrative and quantitative budget justification estimates and statements for review.
Analyzes budget activities (monthly, quarterly, and annually) of the agency to notify management of trends toward over-expenditure or under-utilization of funds.
Recommends solutions to intricate budgetary problems and issues in all phases of budget administration. This includes reviewing, researching, and proposing alternative budget strategies.
Assists with USPS budget and financial policies by implementing and monitoring policy regulations and providing guidance to OIG employees.
Presents comprehensive financial information during various agency and external meetings, ensuring clarity and accuracy.

Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
Bachelor's degree from an accredited college or university
AND
At least three years of specialized experience that includes supporting the annual budget forecasting, formulation, and execution to include planning, designing, coordinating, implementing, and maintaining an agency's budget; performing the full range of program planning functions such as developing budget objectives, estimating resource costs, and evaluating plan effectiveness; providing financial advice and consultation to agency staff on complex and sensitive budget matters; developing recommendations for new policy changes; experience with financial management systems to manage accounting and budget data.
DESIRABLE QUALIFICATIONS
Bachelor's degree in Accounting, Finance, or Economics from an accredited college or university
Experience in developing solutions using Dynamic 365, and Power Platform suite of tools (Power Apps, Power Automate, Power BI and Dataverse)
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
Strong analytical skills, including expertise in payroll trend analysis, payroll projections, data modeling, and financial forecasting.
Comprehensive knowledge of all phases of the budget process, such as formulation, justification, presentation, and execution.
Experience in performing reconciliations, analyzing information, identifying problems and resolutions, and making budget execution recommendations.
Ability to communicate effectively both orally and in writing, presenting concise and well-considered suggestions to leadership and other agency personnel.
Proficiency in creating budget tables and writing narratives to support agency congressional budget justifications.
Advanced skills in Excel, Microsoft Products, Power BI, and AI Tools to include the use of AI Prompting.
You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.
Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
