Summary
The incumbent of this position serves as a Financial Operations Specialist in the Office of the Chief Financial Officer, with responsibility for a variety of work assignments that are financial, administrative, analytical and/or technical in nature in support of the office's responsibility in the day-to-day operations of the NTSB. Responsibilities include a variety of financial operations and administrative duties to assist the Chief Financial Officer and the Deputy Chief Financial Officer.

Duties
As a Financial Operations Specialist, GS-0301-11, you will perform the following major duties:
Manages the offices administrative operations in support of budget, accounting, internal controls, acquisitions, charge cards, and analytics programs.
Initiates and participates in conferences, meetings, and trainings required to assist with development and communication of policy and procedures for new and changing mission related financial programs.
Compiles technical/complex reports and composes policy type correspondence concerning operations.
Reviews financial transactions and supporting documentation; analyzes data for accuracy and completeness; and reconciles any discrepancies. Performs other analyses, verifications, and reconciliations necessary to assure agreement and validity of credit card or other data.
Recommend improvements in controls and procedures for effective and timely processing and reporting of all required documentation. Performs periodic analyses and evaluations of various financial programs, indicating favorable and questionable areas; identifies causes of unfavorable conditions and prepares appropriate analyses.
Conduct studies, surveys, and interviews to gather information necessary to formulate recommendations and/revisions to policies, procedures, and strategies for the organization.
Establishes internal procedures to ensure adequate control in terms of deadlines, progress reports, and directives and uses own initiative in developing procedures which will increase the general flow of information and overcome bottlenecks in the administrative process. Take independent action to secure the required administrative and managerial support to meet operating requirements.

Qualifications
To qualify for this position, you must meet one of the following Basic Requirements:
A. GS-11: One year of specialized experience equivalent to at least the GS-09 grade level in the Federal service (experience may be gained in the private sector). Specialized experience is defined as: Performing financial operations and administrative functions that support agency budgeting, accounting, management controls and strategic management; Conducting studies, surveys, and interviews to gather information necessary to formulate recommendations and/revisions to policies, procedures, and strategies within the organization.

B. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.

C. Combination of Education and Experience.
