Summary
This position is located in the Architect of the Capitol, Office of the Chief of Operations (OCO). The Operations Staff Director serves as the senior assistant, staff director and overall advisor to the OCO, providing assistance, advice and guidance for AOC operations, programs, plans, policies and procedures.

Duties
This position directs and supervises the Operations Staff and assists with formulating policy, providing management oversight and coordinating agency and jurisdiction operations and services including facilities management, customer service, visitor support, utilities and tenant/client services. Responsibilities also include coordinating performance measures, metrics and analytics to continuously assess and improve operational performance as warranted.
Leadership and Managerial Responsibilities
Leads and supervises the Operations Staff. Performs administrative and technical supervisory functions for subordinates, including assigning duties, evaluating performance, and managing the workload, resources, spaces and requirements.
Responsible for developing, managing, and overseeing the accurate tracking, reporting, and execution of annual budget activities, including monitoring obligations, ensuring proper use of funds, and providing timely financial updates throughout the fiscal year.
Program Assessment and Oversight
Develops and directs programs and policies to meet operational objectives and is responsible for the oversight, advancement, and integration of operational systems that support the full lifecycle of buildings and grounds across the enterprise.
Prepares written analyses, recommendations, summaries and recommendations to AOC Jurisdictions and/or the Chief of Operations and Deputy Chief of Operations on matters of major significance to the AOC.
Provides guidance to jurisdictions on developing comprehensive replies to Congressional and external inquiries involving facilities management, utilities services, visitor services and other technical and operational issues.
Communication, Collaboration and/or Liaison
Serves as liaison to operational jurisdictions and front-line client/visitor-facing organizations, focusing on all aspects of agency operations from routine and recurring maintenance to the most urgent and sensitive matters.
Assists the Chief of Operations and Deputy Chief of Operations in reviewing and promulgating operation plans and objectives and providing guidance and leadership for AOC Jurisdictions on the development of their associated plans.
Maintains cognizance of workload, deadlines, priority programs and operational trends in order to reduce problems, resolve conflicts and institute corrective action.
Partners with senior management officials across the agency to achieve broad objectives, outcomes and goals.
Reports and Analysis of Empirical Outcomes
Provides leadership in the evaluation, assessment and improvement of operations, programs and management systems by applying a wide range of qualitative and quantitative techniques.
Analyzes and evaluates AOC systems, functions and processes, to render cogent recommendations and plans for linking otherwise disparate data.
Leads empirical change resulting in positive outcomes and progress by developing new insights into current practices, revising conventional approaches and designing and implementing innovations in facilities operations and agency services.
Advice, Guidance and Customer Service
Provides advice and guidance on agency and jurisdiction operations and services including, but not limited to, facilities management, visitor support and client services.
Oversees evaluations and leverages metrics to develop the most comprehensive understanding of agency operations with broad and long-range impacts.
Advises senior executive leaders on proposals and issues that involve exceptional controversy, intensive outside interest or significant long-range effects on the program or on other organizations.
Plans and directs the development of policies, standards, systems and procedures to ensure total integration of operations and services across the AOC.
Performs other related duties as assigned.

To be employed by the Architect of the Capitol in a paid position, an individual must meet one of the categories below:
A citizen of the United States;

A person who is admitted as a refugee under 8 U.S.C. 1157 or is granted asylum under 8 U.S.C. 1158 and has filed a declaration of intention to become a lawful permanent resident and then a citizen when eligible;
A person who owes allegiance to the United States (nationals of American Samoa, Swains Island, and the Northern Mariana Islands, and nationals who meet other requirements described in 8 U.S.C. 1408); or
A person who is currently an officer or employee of the Government of the United States.
Qualifications
You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year (52 weeks) of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.
To qualify at the GS-15 level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service. Examples of qualifying experience include the following types of tasks performed on a regular and recurring basis:
Providing leadership and/or administrative and technical supervision of staff, including managing workload, training and development, performance management, resource management and space requirements;
Planning, coordinating and directing the development and execution of strategic initiatives, standards, policies, procedures and systems to meet current and future operational objectives;
Performing complex analysis of facilities management and support services programs and operations and making recommendations to improve organizational performance;
Developing, managing, and overseeing accurate tracking, reporting, and execution of annual budget activities, including monitoring obligations, ensuring proper use of funds, and providing timely financial updates throughout the fiscal year; and
Developing and implementing process improvements and cross-functional initiatives in support of organizational programs, operations and strategic goals;
A bachelor’s degree or higher in engineering or architecture from an accredited college or university AND Federal Acquisition Certification (FAC-C) (Professional) is highly preferable.
The ideal candidate has significant experience in facilities and operations management or engineering and knowledge in contracting, procurement and historic building systems.
Excellent interpersonal and communication skills, both verbal and written, sound judgment with strong planning and problem-solving skills are essential. Proven experience in continuous operational efficiency, improvement and innovation is desired.
