This is a non-supervisory, bargaining unit position.

Duties
The incumbent works closely with registration managers, supervisors, and subject matter experts to coordinate, reconcile, and harmonize projects across all three Divisions of the Registration Program. The Project Manager will also be responsible for maintaining, expanding, and enhancing the public-facing content and coordinates with other offices in the Copyright Office and the Library of Congress to accomplish project goals. The incumbent focuses on Program-wide projects, including the coordination of Compendium and Examiner Handbook updates and registration modernization efforts.
Leads project planning and implementation efforts in accord with project requirements. Conducts extensive research to gain understanding of business environments, customer and operational requirements, agency limitations, decision-making processes, and strategies to create an effective project and program planning and implementation strategy. Assembles and coordinates an appropriate project team with the necessary skill sets for each project phase. Facilitates defining the project scope, goals and deliverables with Copyright Office management and the project team. Defines project tasks and resource requirements and develops project plans. Facilitates development of testing requirements and system testing. Manages the project resource allocation, forecasts requirements, and negotiates for needed resources. Plans and schedules project timelines. Using automated and manual tools, tracks project deliverables, and negotiates project changes and interventions to achieve deliverables and project outputs. Coordinates, integrates and monitors project activities, administers project resources, and monitors resources to mitigate risk. Facilitates development of and oversees quality assurance processes. Makes recommendations, solves problems, and/or takes corrective action when needed. Constantly monitors and regularly reports on the progress of projects. Gathers, interprets, and analyzes information to develop findings and prepares reports and documents. Prepares and makes presentations or briefings on all aspects of projects. Oversees phase, milestone, and final project reviews. Implements and manages project changes and interventions to achieve project outputs and goals. Identifies project documentation requirements and procedures and implements processes ensuring adequate documentation is prepared and disseminated. Evaluates and assesses project results and documents best practices for future reference.
Serves as a Registration Program and systems subject matter expert having knowledge of information, use and processes of all systems to include legacy systems. Provides analysis, interpretation and advice on complex project issues related to current practices and “real-world” customer and RPP staff experiences with the registration legal processes for various creators, and their needs in navigating the electronic registration systems. Identifies practices updates required and analyzes impacts to existing practices, and updates practices to align with newly identified processes and practices. Identifies potential system problems and/or areas for investigation and analysis based on changing program requirements, including alternatives to existing options. Collects relevant statistics, assesses user experiences, and gathers performance information from multiple sources. Makes authoritative recommendations for system modifications, improvements, retirement, data transfer and/or expansion, and/or adjustments.
Serves as an authoritative source of existing registration quality, efficiency, performance, functionality and suitability for various creators. Researches and prepares documentation responding to questions. Provides advice on options where policies or decisions involve major areas of uncertainty in approach or methodology and where new techniques or information may need to be developed.

Qualifications
Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.
Ability to apply project management methodologies to lead and manage a project.**
Ability to lead strategic planning, program analysis, and problem solving.**
Ability to conduct business analyses.
Ability to build and maintain relationships with individuals from varying backgrounds and levels to provide consultation or liaison services.

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
