Duties
The incumbent serves as the Director of Business Technology and Innovation (BTI), Supervisory Information Technology Specialist (INFOSEC) and senior expert for IT related programs, projects, assignments, issues, and initiatives. The director leads the daily operations for the BTI, including supporting, enhancing, securing, and modernizing EXIMs mission-critical banking systems. The incumbent provides leadership, direct supervision, and management support to a team of administrative and professional staff performing programmatic assignments and projects to ensure EXIM has up-to-date and modern technology available, supported by cybersecurity work. The incumbent's work includes strategy, policy, and standards regarding the security of and operations of BTI technology in cyberspace. Also, the work encompasses the full range of threat reduction, vulnerability reduction, deterrence, international engagement, incident response, resiliency, and recovery policies and activities. The incumbent is a key member of the Agency IT security leadership team with exceptional influence and responsibility for securely provisioning, operating and maintaining, and overseeing and governing the agency's banking systems.
Duties include, but are not limited to:
Serves as OCIO's and BTI's lead senior program manager for information technology with oversight for BTI's technology portfolio, which includes custom-developed and commercial software applications providing E-Commerce, Underwriting, Asset Management, accounting, and data warehouse solutions for EXIM. Leads, coordinates, communicates and integrates, and accounts for the overall success of the BTI program and ensures alignment with the agency and enterprise priorities.
Serves as an IT senior official with authority to formally operate an information system at an acceptable level of risk to organizational operations (including mission, functions, image, or reputation), organizational assets, individuals, other organizations, and the United States.
Develops and maintains business systems, and information processes to support the core mission systems' banking needs; develops information technology (IT) rules and requirements that describe baseline and target architectures. Ensures stakeholder security needs are fully considered throughout the enterprise architecture, from reference models to segment and solution designs, as well as the systems that support the organization's mission and business operations.
Supervises BTI's multi - functional group of IT experts, consisting of federal staff and contract staff that routinely range up to 120 contractors who plan, manage, develop, enhance, maintain, and operate the Business Technology and Innovation portfolio. Manages and directs the preparation of reports and provides training, guidance, and mentoring.
Performs leadership and oversight over the organization and staff. Performs the full range of supervisory responsibilities for BTI staff. Manages, supervises, assigns, and reviews the work of subordinates; plans and carries out the training and development of staff, including on the job training or formal training; prepares performance standards and performance appraisals, and evaluates staff performance; and makes recommendations on rewards and disciplinary actions according to employee's performance or conduct. Interviews candidates, making authoritative final decisions involving BTI's staff selection and hiring. Performs all managerial and supervisory responsibilities in accordance with Federal Merit Principles and Equal Employment Opportunities Policies.
Determines and manages the Division's contract budgets, software, and personnel. Determines and presents final required monetary funding and justifications of necessary applications and systems for inclusion into the overall Office budget.

CONDITION OF EMPLOYMENT: CRITICAL SENSITIVE (requiring Top Secret)
This position is designated as a CRITICAL SENSITIVE National Security position. Prior to appointment (Entrance on Duty), it requires a fully completed and favorably adjudicated National Security Background Investigation (SSBI or SSBI-PR) that is current (within the last 5 years).
Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work):
GS-15: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-14 level in the Federal Government or other equivalent pay systems. Specialized experience includes:
Experience serving as a senior program manager over an enterprise IT portfolio (custom-developed and COTS applications), ensuring successful delivery/operations of e-commerce, underwriting, asset management, accounting, and data warehouse solutions aligned to agency/enterprise priorities.
Experience establishing and enforcing secure engineering practices and integrating cybersecurity requirements across design, development, implementation, sustainment, and system disposition, embedding DevSecOps and managing risk, incident response, resiliency, and recovery for enterprise systems.
Experience developing business systems and IT rules/requirements (baseline/target architectures) and ensuring stakeholder security requirements are adequately addressed across enterprise architecture (reference models, segment/solution architecture) for mission and business processes.
Experience leading long/short-range operational planning and managing resources by overseeing the Capital Planning and Investment Control (CPIC) deliverables, budgets, procurement/contract management, and monitoring fiscal/administrative controls to support major IT programs and services.

Problem Solving: Identifies and analyzes problems, weighs relevance and accuracy of information, generates and evaluates alternative solutions, and makes sound recommendations.
Education cannot be substituted for experience at the GS-15 grade level.
