The primary purpose of this position is to serve as the principal technical advisor to the Commander, shaping the future of Developmental Test & Evaluation for the Joint Force's most critical cyber weapon systems. Provide technical leadership across the Squadron to support development, delivery, operations, and sustainment of cyber capabilities and other critical programs. Learn more about this agency Duties - Serve as the Squadron's senior technical leader, driving strategic vision and mission readiness by directing the effective allocation of personnel, budget, and technology to maximize mission impact. - Provide authoritative guidance to Joint and National agencies throughout all phases of the cyber warfare systems acquisition lifecycle, generating mission impact at the squadron, enterprise, Joint and National defense levels. - Function as the squadrons' senior technical expert and perform advanced analytical, engineering, and scientific work requiring the application of complex networking and software systems theories, concepts, principles, and processes essential to the conduct of developmental test and evaluation. - Serve as the squadron's chief technical authority for Test & Evaluation and provide expert advice across the acquisition lifecycle and is recognized technical authority with comprehensive knowledge of Department of War test standards, software test methodologies, and evaluation techniques required for Information Operations and cyber warfare systems. Leave accrual may be authorized upon request This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504, Title V of Public Law 99-569, Intelligence Authorization Act for Fiscal Year 1987, as codified in Sec 1601, Chap 83 of Title 10 United DoD Components with DCIPS positions apply Veterans' Preference to preference eligible candidates as defined by Section 2108 of Title 5 USC, in accordance with the procedures provided in DoD Instruction 1400.25, Volume 2005 If you are a veteran claiming veterans' preference, as defined by section 2108 of Title 5 U.S.C., you must submit documents verifying your eligibility with your application package. For additional information on DCIPS, http://dcips.defense.gov/ Master's degree in electrical or computer engineering, or computer science is highly desirable. 7 year DoD Developmental and or Operational Test experience is highly desirable. Experience in LAN and WAN topologies, networking protocols, routers, switches and VOIP is highly desirable. Experience with PC H/W and S/W including Computer Operating Systems is highly desirable. Experience with telecommunications circuits, switches, protocols; and cellular networks and standards is highly desirable. Employee is required to perform TDY, sometimes less than 24 hours' notice, via commercial or military transportation to CONUS and overseas locations. Employee may be required to perform unscheduled overtime on short notice. This is a Centrally Managed position under the Science and Engineering Career Field. Qualifications In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions to include the Individual Occupational Requirements for Computer Engineering 0854, Electronics Engineering 0855 and Computer Science 1550 Series. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: GG-0854/0855: A degree: professional engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. Basic Requirement for GG-1550: Bachelor's degree in computer science or bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions. NOTE: YOU MUST SUBMIT A COPY OF YOUR UNOFFICIAL TRANSCRIPTS. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include knowledge of a broad range of electronic engineering, computer engineering, computer science or other scientific fields in regards to operational concepts, principles, and practices related to mission planning, programming and acquisition management. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Professional knowledge and mastery of a broad range of electronic engineering, computer engineering, computer science, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures. 2. In-depth knowledge of regulations, policies, guidelines, requirements, and initiatives related to assigned programs and/or projects. 3. Knowledge of security procedures to maintain control of classified material. 4. Meticulous skill, judgement, resourcefulness, originality, and ability to foresee the impact of changing technology and in applying analytical and evaluative techniques to identify, investigate, and resolve complex issues or problems. 5. Extensive skill in establishing and maintaining effective relationships, negotiating complex issues, and resolving conflicts based on mature judgement, experience, and recognized professional standing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. This position is Test and Evaluation Level III, non-critical, and incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DA WIA) no later than 24 months after accepting this position. Key Position: The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
